黨(dang)(dang)的(de)(de)十八大以(yi)(yi)來,地(di)方各級(ji)黨(dang)(dang)委和(he)政府認真(zhen)貫(guan)徹黨(dang)(dang)中央決策部署,切實(shi)踐(jian)行以(yi)(yi)人民為中心的(de)(de)發(fa)展思(si)想,聚焦(jiao)企(qi)業(ye)和(he)群眾(zhong)反映突(tu)出的(de)(de)辦(ban)事(shi)難、辦(ban)事(shi)慢,多頭跑(pao)、來回跑(pao)等問(wen)題,扎實(shi)推(tui)進(jin)簡(jian)政放權、放管(guan)結合、優化(hua)服(fu)務(wu)改(gai)革(ge),探索了許多行之有效的(de)(de)措施辦(ban)法,在方便(bian)企(qi)業(ye)和(he)群眾(zhong)辦(ban)事(shi)創業(ye),有效降低制度性(xing)交易成本(ben),加快轉(zhuan)變政府職能(neng)和(he)工作作風,提升政府治理(li)能(neng)力和(he)水平(ping)等方面取得了明顯(xian)成效。為進(jin)一步推(tui)廣地(di)方典型經驗、帶動(dong)面上改(gai)革(ge)上新臺階,現就深(shen)入推(tui)進(jin)審批服(fu)務(wu)便(bian)民化(hua)提出以(yi)(yi)下指導(dao)意見。
一、總體要求
(一)指導(dao)思(si)想。深入貫(guan)徹落實黨的十九大(da)(da)和(he)(he)十九屆(jie)二中(zhong)、三中(zhong)全會精神,以(yi)習近平新時代中(zhong)國特色(se)社會主義思(si)想為指導(dao),加大(da)(da)轉(zhuan)變(bian)政府職能和(he)(he)簡政放權力度,以(yi)更快更好方(fang)便(bian)企業和(he)(he)群眾(zhong)辦(ban)(ban)事(shi)創(chuang)業為導(dao)向,圍繞直(zhi)接面向企業和(he)(he)群眾(zhong)、依申請辦(ban)(ban)理的行政審批(pi)(pi)和(he)(he)公(gong)共(gong)服務(wu)事(shi)項,推(tui)(tui)動(dong)審批(pi)(pi)服務(wu)理念、制度、作風全方(fang)位(wei)深層(ceng)次變(bian)革,著力打造“寬進、快辦(ban)(ban)、嚴管、便(bian)民、公(gong)開(kai)”的審批(pi)(pi)服務(wu)模式,最(zui)大(da)(da)限度減(jian)少企業和(he)(he)群眾(zhong)跑政府的次數,不(bu)斷優化辦(ban)(ban)事(shi)創(chuang)業和(he)(he)營商環(huan)境,切實增(zeng)強政府公(gong)信力和(he)(he)執行力,推(tui)(tui)動(dong)政府治理體(ti)系(xi)和(he)(he)治理能力現(xian)代化,建(jian)設(she)人民滿意的服務(wu)型政府。
(二)基本原則
——堅持以人民為中心。把黨的(de)(de)群(qun)眾路(lu)線(xian)貫徹到(dao)審批服務(wu)(wu)便(bian)民化全過程,聚焦影響企(qi)業和(he)群(qun)眾辦(ban)事創業的(de)(de)堵點(dian)(dian)痛點(dian)(dian),用最短(duan)的(de)(de)時間、最快的(de)(de)速度,把服務(wu)(wu)企(qi)業和(he)群(qun)眾的(de)(de)事項(xiang)辦(ban)理好(hao),讓(rang)群(qun)眾成為改革(ge)的(de)(de)監督者、推動(dong)者、受益者。
——堅持改(gai)革與(yu)法(fa)治辯證(zheng)統(tong)(tong)一(yi)。在法(fa)治下推進改(gai)革、在改(gai)革中完(wan)善法(fa)治,著力(li)破除審批服(fu)務中的(de)體(ti)制(zhi)機(ji)制(zhi)障(zhang)礙(ai),加(jia)快(kuai)推進相(xiang)關政策法(fa)規(gui)立改(gai)廢釋工作,構(gou)建更加(jia)系統(tong)(tong)完(wan)善、科(ke)學(xue)規(gui)范、運行有效的(de)審批服(fu)務制(zhi)度體(ti)系。
——堅持放(fang)管(guan)(guan)并重、放(fang)管(guan)(guan)結合。協同推進審批服務便民和監管(guan)(guan)方(fang)式(shi)創新(xin),積極探索(suo)新(xin)型監管(guan)(guan)模(mo)式(shi),落實監管(guan)(guan)責任,以更(geng)高(gao)效的(de)監管(guan)(guan)促進更(geng)好地(di)簡政(zheng)放(fang)權和政(zheng)府職能轉(zhuan)變,推動政(zheng)府管(guan)(guan)理真(zhen)正轉(zhuan)向寬進嚴(yan)管(guan)(guan)。
——堅(jian)持(chi)體(ti)制創新(xin)與“互(hu)聯(lian)網(wang)(wang)(wang)+”融(rong)合(he)促進。強化互(hu)聯(lian)網(wang)(wang)(wang)思維(wei),推動政府管(guan)理創新(xin)與互(hu)聯(lian)網(wang)(wang)(wang)、物聯(lian)網(wang)(wang)(wang)、大數據、云計算、人(ren)工智(zhi)能等信息技術深度融(rong)合(he),推進審批服務扁平化、便(bian)捷(jie)化、智(zhi)能化,讓數據多跑(pao)路、群(qun)眾少跑(pao)腿。
二、主要任務
(一(yi)(yi))全面推行(xing)審(shen)批(pi)(pi)(pi)服務(wu)“馬(ma)(ma)上(shang)(shang)辦(ban)(ban)(ban)、網上(shang)(shang)辦(ban)(ban)(ban)、就(jiu)(jiu)(jiu)近辦(ban)(ban)(ban)、一(yi)(yi)次(ci)辦(ban)(ban)(ban)”。在(zai)梳理公(gong)布政(zheng)府權責(ze)清單和(he)公(gong)共服務(wu)事(shi)項(xiang)(xiang)清單基礎上(shang)(shang),以(yi)(yi)企(qi)業和(he)群眾辦(ban)(ban)(ban)好“一(yi)(yi)件事(shi)”為標準,進一(yi)(yi)步提升審(shen)批(pi)(pi)(pi)服務(wu)效能(neng)。合(he)法合(he)規的事(shi)項(xiang)(xiang)“馬(ma)(ma)上(shang)(shang)辦(ban)(ban)(ban)”,減(jian)少(shao)企(qi)業和(he)群眾現場辦(ban)(ban)(ban)理等(deng)候時間。積(ji)極推行(xing)“網上(shang)(shang)辦(ban)(ban)(ban)”,凡與企(qi)業生產經(jing)營(ying)、群眾生產生活(huo)密切(qie)相關的審(shen)批(pi)(pi)(pi)服務(wu)事(shi)項(xiang)(xiang)“應上(shang)(shang)盡上(shang)(shang)、全程在(zai)線”,切(qie)實(shi)(shi)(shi)(shi)提高網上(shang)(shang)辦(ban)(ban)(ban)理比例。除法律(lv)法規有特(te)別規定(ding)外,有條件的市縣和(he)開發(fa)區80%以(yi)(yi)上(shang)(shang)審(shen)批(pi)(pi)(pi)服務(wu)事(shi)項(xiang)(xiang)實(shi)(shi)(shi)(shi)現網上(shang)(shang)能(neng)辦(ban)(ban)(ban)。已在(zai)實(shi)(shi)(shi)(shi)體大廳辦(ban)(ban)(ban)理的事(shi)項(xiang)(xiang),不得要求企(qi)業和(he)群眾補填網上(shang)(shang)流程。面向個人的事(shi)項(xiang)(xiang)“就(jiu)(jiu)(jiu)近辦(ban)(ban)(ban)”,完善基層綜合(he)便(bian)民(min)服務(wu)平臺(tai)功能(neng),將審(shen)批(pi)(pi)(pi)服務(wu)延伸到鄉(xiang)(xiang)鎮(街道)、城鄉(xiang)(xiang)社區等(deng),實(shi)(shi)(shi)(shi)現就(jiu)(jiu)(jiu)近能(neng)辦(ban)(ban)(ban)、多點(dian)可(ke)辦(ban)(ban)(ban)、少(shao)跑快(kuai)辦(ban)(ban)(ban)。推動(dong)一(yi)(yi)般事(shi)項(xiang)(xiang)“不見面”、復雜事(shi)項(xiang)(xiang)“一(yi)(yi)次(ci)辦(ban)(ban)(ban)”,符合(he)法定(ding)受理條件、申報材料(liao)齊(qi)全的原則上(shang)(shang)一(yi)(yi)次(ci)辦(ban)(ban)(ban)結;需要現場踏勘、技術(shu)審(shen)查(cha)、聽證論證的,實(shi)(shi)(shi)(shi)行(xing)馬(ma)(ma)上(shang)(shang)響應、聯合(he)辦(ban)(ban)(ban)理和(he)限時辦(ban)(ban)(ban)結。以(yi)(yi)省為單位(wei)公(gong)布各層級政(zheng)府“馬(ma)(ma)上(shang)(shang)辦(ban)(ban)(ban)、網上(shang)(shang)辦(ban)(ban)(ban)、就(jiu)(jiu)(jiu)近辦(ban)(ban)(ban)、一(yi)(yi)次(ci)辦(ban)(ban)(ban)”審(shen)批(pi)(pi)(pi)服務(wu)事(shi)項(xiang)(xiang)目錄(lu),具體形式(shi)可(ke)結合(he)各自實(shi)(shi)(shi)(shi)際確定(ding),成熟(shu)一(yi)(yi)批(pi)(pi)(pi)、公(gong)布一(yi)(yi)批(pi)(pi)(pi),2018年10月(yue)底前實(shi)(shi)(shi)(shi)現全覆蓋。
(二)深入推(tui)進審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)標(biao)(biao)準化(hua)(hua)。聚焦不(bu)動產登記、市場準入、企(qi)業(ye)投資、建(jian)設(she)工程、民生事(shi)務(wu)(wu)等辦(ban)理量(liang)大、企(qi)業(ye)和(he)(he)群(qun)眾關注(zhu)的(de)(de)(de)重(zhong)點(dian)領域(yu)重(zhong)點(dian)事(shi)項,按(an)照減環(huan)節(jie)(jie)、減材(cai)料(liao)(liao)、減時限(xian)、減費(fei)用(yong)的(de)(de)(de)要求(qiu)(qiu),逐(zhu)項編制標(biao)(biao)準化(hua)(hua)工作規(gui)程和(he)(he)辦(ban)事(shi)指南,推(tui)行一(yi)次告(gao)知、一(yi)表(biao)申(shen)(shen)請。按(an)照國(guo)家(jia)(jia)推(tui)進審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)標(biao)(biao)準化(hua)(hua)的(de)(de)(de)有(you)(you)關要求(qiu)(qiu),科(ke)學細化(hua)(hua)量(liang)化(hua)(hua)審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)標(biao)(biao)準,壓減自(zi)由裁(cai)量(liang)權,完(wan)善(shan)適用(yong)規(gui)則,推(tui)進同一(yi)事(shi)項無差(cha)別受理、同標(biao)(biao)準辦(ban)理。構建(jian)和(he)(he)完(wan)善(shan)形式直觀、易看易懂(dong)的(de)(de)(de)審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)事(shi)項辦(ban)理流(liu)程圖(表(biao)),實現網上可(ke)查、電話可(ke)詢,為企(qi)業(ye)和(he)(he)群(qun)眾辦(ban)事(shi)提供(gong)清晰指引。有(you)(you)條(tiao)件的(de)(de)(de)地方可(ke)以(yi)探索制定(ding)審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)運行評價標(biao)(biao)準,建(jian)立(li)相(xiang)應考核評價機(ji)制。消除審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)中的(de)(de)(de)模糊條(tiao)款,屬于兜底(di)性質的(de)(de)(de)“其他材(cai)料(liao)(liao)”、“有(you)(you)關材(cai)料(liao)(liao)”等,應逐(zhu)一(yi)加以(yi)明(ming)(ming)確,不(bu)能明(ming)(ming)確且(qie)不(bu)會危害國(guo)家(jia)(jia)安(an)全和(he)(he)公共安(an)全的(de)(de)(de),不(bu)得要求(qiu)(qiu)申(shen)(shen)請人提供(gong)。上一(yi)個審(shen)批(pi)服(fu)(fu)(fu)務(wu)(wu)環(huan)節(jie)(jie)已(yi)收(shou)取(qu)的(de)(de)(de)申(shen)(shen)報材(cai)料(liao)(liao),不(bu)再要求(qiu)(qiu)重(zhong)復提交(jiao)。
(三)持(chi)續(xu)開展“減(jian)證(zheng)(zheng)便民”行動。全面(mian)清(qing)理(li)(li)煩擾企業和群眾的(de)“奇葩(pa)”證(zheng)(zheng)明(ming)、循環證(zheng)(zheng)明(ming)、重(zhong)復(fu)證(zheng)(zheng)明(ming)等(deng)各類無謂證(zheng)(zheng)明(ming),大(da)力(li)減(jian)少蓋章、審核(he)、備案(an)、確認、告知等(deng)各種繁瑣環節和手續(xu)。凡沒有法(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)規依據的(de)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao),能(neng)通過(guo)個人(ren)現有證(zheng)(zheng)照(zhao)來證(zheng)(zheng)明(ming)的(de)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao),能(neng)采取(qu)(qu)申請人(ren)書面(mian)承諾方(fang)式解決的(de)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao),能(neng)被其(qi)他(ta)材料涵蓋或替代的(de)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao),能(neng)通過(guo)網(wang)絡核(he)驗的(de)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao),開具單(dan)(dan)位無法(fa)(fa)(fa)調查核(he)實的(de)證(zheng)(zheng)明(ming)一(yi)(yi)律(lv)(lv)取(qu)(qu)消(xiao)。清(qing)理(li)(li)過(guo)程(cheng)中(zhong)(zhong)需要修改(gai)法(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)規的(de),及時提出修改(gai)建(jian)議,按照(zhao)法(fa)(fa)(fa)定程(cheng)序提請修改(gai)。大(da)力(li)推進(jin)中(zhong)(zhong)央(yang)和地方(fang)之(zhi)間(jian)、職(zhi)能(neng)部門之(zhi)間(jian)政務信息共享,從源頭上避(bi)免“奇葩(pa)”證(zheng)(zheng)明(ming)等(deng)現象。確需保留的(de)證(zheng)(zheng)明(ming)事項,要廣泛(fan)征求意見,充分說明(ming)理(li)(li)由并對外公布清(qing)單(dan)(dan),逐項列(lie)明(ming)設定依據、索(suo)要單(dan)(dan)位、開具單(dan)(dan)位、辦理(li)(li)指南等(deng),嚴格實行清(qing)單(dan)(dan)式管理(li)(li)。對保留的(de)證(zheng)(zheng)明(ming),要加強互認共享,減(jian)少不必要的(de)重(zhong)復(fu)舉證(zheng)(zheng)。
(四(si))大力推(tui)行(xing)審(shen)批(pi)(pi)服(fu)(fu)(fu)務(wu)(wu)集(ji)中(zhong)辦(ban)(ban)理(li)。優化(hua)(hua)提升各級政(zheng)務(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)大廳(ting)“一站(zhan)式(shi)”功能,進一步推(tui)動審(shen)批(pi)(pi)服(fu)(fu)(fu)務(wu)(wu)事(shi)項(xiang)進駐(zhu)大廳(ting)統一辦(ban)(ban)理(li)。將部(bu)(bu)門(men)(men)分設的(de)(de)辦(ban)(ban)事(shi)窗口整(zheng)合為綜(zong)合窗口,完善“前臺綜(zong)合受理(li)、后臺分類(lei)審(shen)批(pi)(pi)、綜(zong)合窗口出(chu)件”工作模式(shi),實行(xing)一窗受理(li)、集(ji)成服(fu)(fu)(fu)務(wu)(wu),實現“一窗通(tong)辦(ban)(ban)”。根據企業(ye)和群眾辦(ban)(ban)件頻率(lv)、辦(ban)(ban)事(shi)習慣,不斷優化(hua)(hua)調整(zheng)窗口設置。對(dui)(dui)涉(she)及多個(ge)部(bu)(bu)門(men)(men)的(de)(de)事(shi)項(xiang),建立健全(quan)部(bu)(bu)門(men)(men)聯辦(ban)(ban)機(ji)制,探索推(tui)行(xing)全(quan)程(cheng)幫辦(ban)(ban)制。通(tong)過(guo)預約、輪休等(deng)辦(ban)(ban)法,為企業(ye)和群眾辦(ban)(ban)事(shi)提供錯時、延時服(fu)(fu)(fu)務(wu)(wu)和節假日(ri)受理(li)、辦(ban)(ban)理(li)通(tong)道,有(you)條件的(de)(de)地方可探索實行(xing)“5+X”工作日(ri)模式(shi)。對(dui)(dui)重(zhong)點(dian)區域重(zhong)點(dian)項(xiang)目可有(you)針對(dui)(dui)性地提供個(ge)性化(hua)(hua)定制化(hua)(hua)服(fu)(fu)(fu)務(wu)(wu)。健全(quan)市(shi)縣審(shen)批(pi)(pi)服(fu)(fu)(fu)務(wu)(wu)部(bu)(bu)門(men)(men)與同級監管部(bu)(bu)門(men)(men)及上(shang)下級部(bu)(bu)門(men)(men)間的(de)(de)工作協調配合機(ji)制。完善政(zheng)務(wu)(wu)服(fu)(fu)(fu)務(wu)(wu)效能監督,全(quan)面(mian)推(tui)行(xing)審(shen)批(pi)(pi)服(fu)(fu)(fu)務(wu)(wu)過(guo)程(cheng)和結果公開(kai)公示,接受社會監督。深化(hua)(hua)和擴(kuo)大相對(dui)(dui)集(ji)中(zhong)行(xing)政(zheng)許可權改革(ge)試(shi)點(dian),整(zheng)合優化(hua)(hua)審(shen)批(pi)(pi)服(fu)(fu)(fu)務(wu)(wu)機(ji)構和職責,有(you)條件的(de)(de)市(shi)縣和開(kai)發區可設立行(xing)政(zheng)審(shen)批(pi)(pi)局,實行(xing)“一枚印章(zhang)管審(shen)批(pi)(pi)”。依法設立的(de)(de)行(xing)政(zheng)審(shen)批(pi)(pi)局辦(ban)(ban)理(li)的(de)(de)行(xing)政(zheng)許可等(deng)事(shi)項(xiang)具有(you)法律(lv)效力,原(yuan)主(zhu)管部(bu)(bu)門(men)(men)不得(de)要求(qiu)企業(ye)和群眾再加(jia)蓋本部(bu)(bu)門(men)(men)印章(zhang),杜絕重(zhong)復(fu)蓋章(zhang)。

(一)加(jia)強(qiang)組織領導。各級黨委(wei)要(yao)高度重(zhong)視深(shen)入推(tui)進審批服(fu)務便民(min)化(hua)工(gong)(gong)作,切實(shi)履行領導責任(ren)(ren),把這項工(gong)(gong)作列(lie)入重(zhong)要(yao)議事(shi)日程,做好與地(di)方機構改革統籌結合,研究重(zhong)大問題,把握(wo)改革方向,蹄疾步穩扎(zha)實(shi)推(tui)進。各省、自(zi)治區、直轄市(shi)政(zheng)府(fu)要(yao)制(zhi)定(ding)本地(di)區工(gong)(gong)作方案(an),細化(hua)分解任(ren)(ren)務,明確時間(jian)節點,層層壓實(shi)責任(ren)(ren),指導市(shi)縣(xian)兩(liang)級政(zheng)府(fu)制(zhi)定(ding)具體實(shi)施(shi)(shi)(shi)辦法,將(jiang)改革任(ren)(ren)務清單化(hua)、項目(mu)化(hua),明確施(shi)(shi)(shi)工(gong)(gong)圖、時間(jian)表、責任(ren)(ren)鏈,確保改革措施(shi)(shi)(shi)落地(di)生效。
(二)做好上下結合。鼓勵各地(di)因地(di)制(zhi)宜大膽探索,形成各具(ju)特色(se)經(jing)驗(yan)做法,創(chuang)造(zao)更多管用可行的(de)“土特產”、“一招鮮”。建立健全協作(zuo)攻關機制(zhi),對不動產登記、市(shi)場(chang)準入、企(qi)業投(tou)資、建設工程、綜合行政執法等重點(dian)領域改(gai)革事項和(he)政務信息(xi)共享等重點(dian)難點(dian)問題,省(sheng)市(shi)兩級(ji)要組織力量進(jin)行集(ji)中攻關,盡快實現(xian)突破。中央和(he)省(sheng)級(ji)部門要主動服務基層,對不適應實踐(jian)發展(zhan)的(de)法律法規和(he)政策規定(ding)積極進(jin)行清理(li)、修改(gai)和(he)完善(shan),為(wei)地(di)方改(gai)革創(chuang)新(xin)提供及時有(you)(you)效(xiao)的(de)制(zhi)度支持(chi)。中央有(you)(you)關部門要及時總結經(jing)驗(yan),加強工作(zuo)指(zhi)導。
(三(san))抓(zhua)好(hao)督查落實(shi)(shi)。嚴(yan)格(ge)責任落實(shi)(shi),明確工作(zuo)(zuo)要求(qiu),做細做實(shi)(shi)各項工作(zuo)(zuo),防止(zhi)空喊(han)口號、流(liu)于形(xing)式(shi)。按照(zhao)“三(san)個(ge)區分(fen)開來”原則,完善進一步(bu)激勵廣(guang)大干部(bu)擔當作(zuo)(zuo)為(wei)的(de)(de)(de)制度機制,對(dui)落實(shi)(shi)到(dao)位、積極作(zuo)(zuo)為(wei)的(de)(de)(de)典型要通報(bao)表(biao)揚、給予獎勵。嚴(yan)禁上級部(bu)門(men)以考(kao)(kao)核評優、經費劃撥、數據端口、印章效力(li)等方(fang)式(shi)干預基層改革創新。將深入推進審批服務(wu)便民化的(de)(de)(de)相關情況作(zuo)(zuo)為(wei)地方(fang)黨政領(ling)導干部(bu)綜合(he)考(kao)(kao)核評價(jia)的(de)(de)(de)重(zhong)要參考(kao)(kao),列入重(zhong)點督查事項。協同推進政府職能轉變和作(zuo)(zuo)風建設,適(shi)時開展督查督辦(ban)和明察(cha)暗(an)訪,著力(li)革除“管卡壓”、“推繞拖”和官僚(liao)主義(yi)、部(bu)門(men)本位主義(yi)等“四風”新表(biao)現(xian)形(xing)式(shi)。對(dui)不作(zuo)(zuo)為(wei)的(de)(de)(de),抓(zhua)住典型,嚴(yan)肅問責。
(四)強化宣傳(chuan)引導(dao)。充分利用報紙、廣(guang)播、電視、網絡、新(xin)媒體等(deng)載體宣傳(chuan)典型經驗和做法,加大(da)總結(jie)推廣(guang)力度,促進相互學習借鑒(jian)提(ti)高(gao)。將改革(ge)宣傳(chuan)與(yu)信(xin)息公(gong)開、政策解讀、社(she)(she)(she)會(hui)監(jian)(jian)督等(deng)結(jie)合起來,多渠道聽取(qu)企業群(qun)眾意(yi)見建議。建立健全企業群(qun)眾滿意(yi)度評(ping)價機制,運用營商(shang)環境監(jian)(jian)測、電子(zi)監(jian)(jian)察、現場和在線(xian)評(ping)價、統(tong)計抽樣調查(cha)、第三方評(ping)估(gu)等(deng)多種方式(shi)開展滿意(yi)度調查(cha)。正確引導(dao)社(she)(she)(she)會(hui)預期,積極回應社(she)(she)(she)會(hui)關切,廣(guang)泛凝(ning)聚社(she)(she)(she)會(hui)共識,營造良好改革(ge)氛(fen)圍(wei)。
