工信部16日(ri)發(fa)(fa)布(bu)《2020年(nian)新(xin)(xin)能(neng)源(yuan)(yuan)汽車(che)標準(zhun)(zhun)(zhun)化工作(zuo)要點》(以下簡(jian)稱《工作(zuo)要點》),以產業規模化發(fa)(fa)展(zhan)需求和新(xin)(xin)技術創(chuang)新(xin)(xin)發(fa)(fa)展(zhan)為導向,全(quan)面梳理電動汽車(che)在(zai)研標準(zhun)(zhun)(zhun)項目和未來五(wu)年(nian)標準(zhun)(zhun)(zhun)規劃(hua),加強重要標準(zhun)(zhun)(zhun)的(de)前期調研和效果(guo)評價(jia),提出要集中開展(zhan)國(guo)(guo)內標準(zhun)(zhun)(zhun)與國(guo)(guo)際標準(zhun)(zhun)(zhun)法規比(bi)對(dui)工作(zuo),確(que)定(ding)分(fen)階(jie)段建(jian)設(she)目標與關鍵工作(zuo)節點,完成新(xin)(xin)能(neng)源(yuan)(yuan)汽車(che)領(ling)域“十四五(wu)”標準(zhun)(zhun)(zhun)體(ti)系編制工作(zuo)。
《工作要點》提出(chu),根據新能(neng)源汽(qi)(qi)(qi)車(che)及相(xiang)關領域的(de)技(ji)術(shu)發(fa)(fa)展(zhan)趨勢和產業發(fa)(fa)展(zhan)需求,提出(chu)新能(neng)源汽(qi)(qi)(qi)車(che)標(biao)準(zhun)體系中長期發(fa)(fa)展(zhan)目標(biao),編制發(fa)(fa)布《中國電(dian)動汽(qi)(qi)(qi)車(che)標(biao)準(zhun)化工作路線圖》第三版(ban),為(wei)新能(neng)源汽(qi)(qi)(qi)車(che)產業融合可持(chi)續發(fa)(fa)展(zhan)提供(gong)支撐(cheng)。
在(zai)(zai)加快(kuai)重點標(biao)準研制(zhi)方(fang)(fang)面,就電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)整車(che)領(ling)域,工信(xin)部(bu)提出,完成(cheng)電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)碰撞(zhuang)后安(an)全(quan)要(yao)求(qiu)標(biao)準的(de)技術審查,開(kai)展在(zai)(zai)用電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)安(an)全(quan)性(xing)能評價方(fang)(fang)法及測試規程相(xiang)關標(biao)準的(de)預研;完成(cheng)純(chun)電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)能耗(hao)與(yu)續駛里程、混(hun)(hun)合動(dong)(dong)力電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)能耗(hao)試驗方(fang)(fang)法標(biao)準的(de)制(zhi)定,并履行報(bao)批程序(xu);推動(dong)(dong)純(chun)電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)和混(hun)(hun)合動(dong)(dong)力電(dian)(dian)(dian)動(dong)(dong)汽(qi)(qi)車(che)動(dong)(dong)力性(xing)能試驗方(fang)(fang)法標(biao)準的(de)修(xiu)訂立項。
在燃(ran)(ran)料電(dian)(dian)池(chi)汽車(che)(che)領域,工信部提出包括加快(kuai)燃(ran)(ran)料電(dian)(dian)池(chi)電(dian)(dian)動(dong)(dong)汽車(che)(che)加氫(qing)槍、加氫(qing)口等標(biao)準(zhun)的制定,完成加氫(qing)通(tong)信協議的標(biao)準(zhun)立(li)項;推動(dong)(dong)燃(ran)(ran)料電(dian)(dian)池(chi)電(dian)(dian)動(dong)(dong)汽車(che)(che)碰撞后安全要求等整車(che)(che)標(biao)準(zhun),低溫冷起動(dong)(dong)、能耗(hao)與續駛里程、動(dong)(dong)力性能等整車(che)(che)試驗方法(fa)標(biao)準(zhun),以及燃(ran)(ran)料電(dian)(dian)池(chi)電(dian)(dian)動(dong)(dong)汽車(che)(che)發動(dong)(dong)機(ji)、空氣壓(ya)縮機(ji)、車(che)(che)載氫(qing)系統(tong)等關鍵部件標(biao)準(zhun)的立(li)項。
在動力(li)電(dian)(dian)池(chi)領域,工信部提出包括開展動力(li)電(dian)(dian)池(chi)規(gui)格尺寸等(deng)標(biao)(biao)準(zhun)修(xiu)訂預(yu)研,健全動力(li)電(dian)(dian)池(chi)模塊化標(biao)(biao)準(zhun)體系;完成動力(li)電(dian)(dian)池(chi)回收利(li)用(yong)(yong)放電(dian)(dian)規(gui)范和(he)梯(ti)次(ci)利(li)用(yong)(yong)產品標(biao)(biao)識等(deng)標(biao)(biao)準(zhun)的技術(shu)審(shen)查,征求梯(ti)次(ci)利(li)用(yong)(yong)設計指南和(he)回收服(fu)務網點建(jian)設規(gui)范等(deng)標(biao)(biao)準(zhun)的意(yi)見等(deng)。
而在(zai)充(chong)換(huan)電(dian)(dian)(dian)領域(yu),工信(xin)部明(ming)確完(wan)(wan)成(cheng)傳導充(chong)電(dian)(dian)(dian)電(dian)(dian)(dian)磁兼(jian)容(rong)(rong)相(xiang)關(guan)標(biao)準(zhun)的審查(cha)與(yu)報批,征求傳導充(chong)電(dian)(dian)(dian)安(an)全要(yao)求標(biao)準(zhun)的意見,推動充(chong)電(dian)(dian)(dian)連(lian)接裝置通(tong)用要(yao)求相(xiang)關(guan)標(biao)準(zhun)的修訂,開展大電(dian)(dian)(dian)流充(chong)電(dian)(dian)(dian)測(ce)試驗證(zheng)工作(zuo);加快電(dian)(dian)(dian)動汽車(che)無線充(chong)電(dian)(dian)(dian)互(hu)操作(zuo)性要(yao)求與(yu)測(ce)試、電(dian)(dian)(dian)磁兼(jian)容(rong)(rong)性等相(xiang)關(guan)標(biao)準(zhun)的制定(ding);完(wan)(wan)成(cheng)電(dian)(dian)(dian)動汽車(che)換(huan)電(dian)(dian)(dian)安(an)全要(yao)求標(biao)準(zhun)的審查(cha)與(yu)報批。
《工作要點》還就國(guo)際交流合作提出(chu)具體要求,2020年將(jiang)積極參(can)與全(quan)球(qiu)技術(shu)法規(gui)協(xie)(xie)調,深入參(can)與國(guo)際標(biao)準制定。切實履(lv)行聯(lian)合國(guo)世界車(che)(che)輛法規(gui)協(xie)(xie)調論壇(WP.29)框架下法規(gui)制定工作組牽頭(tou)方職責,積極推(tui)動電(dian)動汽車(che)(che)安全(quan)全(quan)球(qiu)技術(shu)法規(gui)第二階段工作,深入參(can)與電(dian)動汽車(che)(che)與環境、燃料(liao)電(dian)池(chi)汽車(che)(che)工作組框架下相關(guan)技術(shu)法規(gui)的制定與協(xie)(xie)調。(記(ji)者 鐘(zhong)源)
