新(xin)華社北京5月2日(ri)電 日(ri)前,國務(wu)院辦公(gong)廳印發《關于(yu)全(quan)面加強鄉(xiang)村小規模(mo)學校(xiao)和鄉(xiang)鎮寄宿制學校(xiao)建(jian)設的指導意見》(以下簡稱《意見》)。
《意見》指出,要全面貫徹(che)黨的十九大精(jing)神,堅(jian)持(chi)以習近平(ping)新時代中國特色(se)社會主(zhu)義思想為(wei)指導,高(gao)度重視鄉村(cun)(cun)義務(wu)教育,全面加強(qiang)鄉村(cun)(cun)小規模學(xue)校和鄉鎮寄宿制學(xue)校建設和管理,到2020年(nian),基本補齊(qi)兩類學(xue)校短板(ban),進一(yi)步振(zhen)興(xing)鄉村(cun)(cun)教育,基本實(shi)現縣域內城鄉義務(wu)教育一(yi)體化發展(zhan),為(wei)鄉村(cun)(cun)學(xue)生提供公平(ping)而有質量的教育。
《意見》針對兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)發(fa)(fa)展滯后問(wen)題,提(ti)出了五個方(fang)面(mian)解決(jue)措施。一是(shi)(shi)統(tong)(tong)籌(chou)布局規(gui)劃。準確(que)把握布局要求,科學(xue)(xue)(xue)(xue)(xue)(xue)制(zhi)(zhi)(zhi)定(ding)布局規(gui)劃,妥善(shan)(shan)處理(li)撤并問(wen)題,堅決(jue)防止因為(wei)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)布局不合理(li)導致學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)上(shang)學(xue)(xue)(xue)(xue)(xue)(xue)困難甚至輟學(xue)(xue)(xue)(xue)(xue)(xue)。二是(shi)(shi)改善(shan)(shan)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)。加強通往兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)道路建(jian)設(she),完(wan)(wan)(wan)善(shan)(shan)交通管理(li)和安全設(she)施,確(que)保學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)上(shang)下(xia)學(xue)(xue)(xue)(xue)(xue)(xue)安全。合理(li)確(que)定(ding)基本(ben)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)標(biao)(biao)準,加快標(biao)(biao)準化(hua)(hua)建(jian)設(she),力(li)爭2019年秋季(ji)開學(xue)(xue)(xue)(xue)(xue)(xue)前,各地(di)兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)條件(jian)達到本(ben)省份(fen)確(que)定(ding)的(de)(de)基本(ben)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)標(biao)(biao)準。三是(shi)(shi)強化(hua)(hua)師(shi)(shi)資(zi)建(jian)設(she)。按(an)照生(sheng)師(shi)(shi)比與班師(shi)(shi)比相結(jie)合的(de)(de)方(fang)式(shi)核定(ding)小規(gui)模(mo)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)編制(zhi)(zhi)(zhi),適當增(zeng)加寄宿制(zhi)(zhi)(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)編制(zhi)(zhi)(zhi)。在核定(ding)績效工資(zi)總量(liang)時向(xiang)兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)適當傾(qing)斜,嚴格(ge)落實(shi)各項津補(bu)貼政(zheng)策,提(ti)高鄉(xiang)(xiang)村教(jiao)(jiao)(jiao)師(shi)(shi)待(dai)遇。改革教(jiao)(jiao)(jiao)師(shi)(shi)培(pei)訓培(pei)養,提(ti)升教(jiao)(jiao)(jiao)書育人(ren)能力(li)與水(shui)平(ping)。四是(shi)(shi)強化(hua)(hua)經(jing)費(fei)(fei)保障。教(jiao)(jiao)(jiao)育經(jing)費(fei)(fei)投(tou)入(ru)向(xiang)兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)傾(qing)斜,切實(shi)落實(shi)公用(yong)經(jing)費(fei)(fei)補(bu)助(zhu)政(zheng)策。探(tan)索將(jiang)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)安保、生(sheng)活(huo)服務等事項納入(ru)政(zheng)府購買服務范圍,所需資(zi)金從地(di)方(fang)財政(zheng)預(yu)算(suan)中(zhong)統(tong)(tong)籌(chou)安排。完(wan)(wan)(wan)善(shan)(shan)小規(gui)模(mo)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)經(jing)費(fei)(fei)使用(yong)管理(li)辦(ban)(ban)法(fa),確(que)保規(gui)定(ding)的(de)(de)公用(yong)經(jing)費(fei)(fei)足額用(yong)于小規(gui)模(mo)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)。五是(shi)(shi)提(ti)高辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)水(shui)平(ping)。推進(jin)鄉(xiang)(xiang)鎮中(zhong)心學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)和同(tong)鄉(xiang)(xiang)鎮的(de)(de)小規(gui)模(mo)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)一體(ti)化(hua)(hua)辦(ban)(ban)學(xue)(xue)(xue)(xue)(xue)(xue)、協同(tong)式(shi)發(fa)(fa)展、綜合性考(kao)評(ping),實(shi)行中(zhong)心學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)(xiao)(xiao)長負責制(zhi)(zhi)(zhi)。將(jiang)中(zhong)心學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)和小規(gui)模(mo)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)作(zuo)為(wei)同(tong)一學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)的(de)(de)教(jiao)(jiao)(jiao)師(shi)(shi)“一并定(ding)崗(gang)、統(tong)(tong)籌(chou)使用(yong)、輪流(liu)任教(jiao)(jiao)(jiao)”。充分發(fa)(fa)揮兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)獨特優勢,完(wan)(wan)(wan)善(shan)(shan)育人(ren)模(mo)式(shi),提(ti)高育人(ren)水(shui)平(ping)。推進(jin)“互(hu)聯網+教(jiao)(jiao)(jiao)育”發(fa)(fa)展,加快實(shi)現兩類學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)寬帶網絡全覆蓋。
《意(yi)見》強調(diao),要加(jia)強組織領導,落實(shi)(shi)政(zheng)府責(ze)任(ren),加(jia)強督導檢查,把辦(ban)好兩類學校納入地方各級政(zheng)府考核(he)體系,完善責(ze)任(ren)追究制,確保各項政(zheng)策措施落實(shi)(shi)到位、工(gong)作目標按期實(shi)(shi)現(xian)(xian),全力打贏兩類學校建設(she)攻堅戰,切實(shi)(shi)辦(ban)好農村義(yi)務教育(yu),為加(jia)快(kuai)教育(yu)現(xian)(xian)代化(hua)、實(shi)(shi)現(xian)(xian)鄉村振興戰略打下堅實(shi)(shi)基(ji)礎。
