中共中央 國務院關于深化教育教學改革全面提高義務教育質量的意見

義務(wu)教(jiao)(jiao)育(yu)(yu)質量事關(guan)億萬少年兒童(tong)健康成長,事關(guan)國(guo)家(jia)發展,事關(guan)民族(zu)未來。為深(shen)入貫徹黨的十九大(da)精神和(he)全(quan)國(guo)教(jiao)(jiao)育(yu)(yu)大(da)會部署,加快推進教(jiao)(jiao)育(yu)(yu)現代化(hua),建設教(jiao)(jiao)育(yu)(yu)強(qiang)國(guo),辦好(hao)人民滿意(yi)的教(jiao)(jiao)育(yu)(yu),現就深(shen)化(hua)教(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)學改革(ge)、全(quan)面提高(gao)義務(wu)教(jiao)(jiao)育(yu)(yu)質量提出如下(xia)意(yi)見。
一、堅持立德樹人,著力培養擔當民族復興大任的時代新人
1.指(zhi)導(dao)思(si)想。堅持以習近(jin)平(ping)新時代中國特色社會主義思(si)想為(wei)指(zhi)導(dao),全面貫徹黨的(de)(de)教育(yu)方針,落實立(li)德(de)樹人(ren)根本(ben)任務,遵循教育(yu)規律,強化教師隊伍基礎作(zuo)用,圍繞凝聚(ju)人(ren)心(xin)、完善人(ren)格、開發(fa)(fa)人(ren)力、培育(yu)人(ren)才、造福人(ren)民(min)的(de)(de)工作(zuo)目標,發(fa)(fa)展素質教育(yu),培養德(de)智體美勞(lao)全面發(fa)(fa)展的(de)(de)社會主義建設者和接班人(ren)。
2.基(ji)本(ben)要求(qiu)。樹(shu)立(li)科學的教(jiao)育質量觀,深(shen)化(hua)改革,構建德智體(ti)美勞全面培養(yang)的教(jiao)育體(ti)系,健全立(li)德樹(shu)人(ren)落實機制(zhi),著力在(zai)堅(jian)(jian)(jian)(jian)定理想信念、厚植愛(ai)國主義情(qing)懷、加強(qiang)(qiang)品(pin)德修養(yang)、增長知(zhi)識見(jian)識、培養(yang)奮斗精神、增強(qiang)(qiang)綜合素質上下功夫。堅(jian)(jian)(jian)(jian)持德育為先,教(jiao)育引(yin)導學生(sheng)(sheng)愛(ai)黨愛(ai)國愛(ai)人(ren)民愛(ai)社會主義;堅(jian)(jian)(jian)(jian)持全面發展,為學生(sheng)(sheng)終(zhong)身發展奠(dian)基(ji);堅(jian)(jian)(jian)(jian)持面向全體(ti),辦好(hao)每所學校、教(jiao)好(hao)每名學生(sheng)(sheng);堅(jian)(jian)(jian)(jian)持知(zhi)行合一,讓學生(sheng)(sheng)成為生(sheng)(sheng)活和學習的主人(ren)。
二、堅持“五育”并舉,全面發展素質教育
3.突出德育(yu)(yu)實(shi)(shi)效。完(wan)善(shan)德育(yu)(yu)工(gong)(gong)作體(ti)系(xi),認真制定德育(yu)(yu)工(gong)(gong)作實(shi)(shi)施方案,深(shen)化(hua)課(ke)程育(yu)(yu)人(ren)、文化(hua)育(yu)(yu)人(ren)、活(huo)動育(yu)(yu)人(ren)、實(shi)(shi)踐育(yu)(yu)人(ren)、管理育(yu)(yu)人(ren)、協同育(yu)(yu)人(ren)。大力(li)開(kai)展理想信(xin)念(nian)、社會主義(yi)核心價(jia)(jia)值(zhi)觀、中華優(you)秀(xiu)傳(chuan)統(tong)文化(hua)、生態文明(ming)和心理健(jian)康教(jiao)(jiao)育(yu)(yu)。加強愛(ai)(ai)國主義(yi)、集(ji)體(ti)主義(yi)、社會主義(yi)教(jiao)(jiao)育(yu)(yu),引(yin)導(dao)少年兒童聽黨話(hua)、跟黨走。加強品(pin)德修(xiu)養教(jiao)(jiao)育(yu)(yu),強化(hua)學(xue)(xue)生良好(hao)行(xing)為習慣和法治意(yi)識養成(cheng)。打(da)造中小學(xue)(xue)生社會實(shi)(shi)踐大課(ke)堂,充分(fen)發(fa)揮(hui)愛(ai)(ai)國主義(yi)、優(you)秀(xiu)傳(chuan)統(tong)文化(hua)等(deng)教(jiao)(jiao)育(yu)(yu)基地(di)和各類公共文化(hua)設施與(yu)自然(ran)資源的(de)重(zhong)要育(yu)(yu)人(ren)作用,向學(xue)(xue)生免(mian)費或優(you)惠開(kai)放。廣(guang)泛開(kai)展先進(jin)典型、英雄(xiong)模范學(xue)(xue)習宣傳(chuan)活(huo)動,積極(ji)創(chuang)建文明(ming)校(xiao)園。健(jian)全(quan)創(chuang)作激勵與(yu)宣傳(chuan)推(tui)介機(ji)制,提(ti)供寓教(jiao)(jiao)于(yu)樂的(de)優(you)秀(xiu)兒童文化(hua)精品(pin);強化(hua)對網絡游戲、微視頻等(deng)的(de)價(jia)(jia)值(zhi)引(yin)領與(yu)管控,創(chuang)造綠色健(jian)康網上空間(jian)。突出政(zheng)治啟蒙和價(jia)(jia)值(zhi)觀塑造,充分(fen)發(fa)揮(hui)共青(qing)團、少先隊組織育(yu)(yu)人(ren)作用。
4.提升智育水平(ping)。著(zhu)力培養認知(zhi)(zhi)能力,促進思(si)維發(fa)展,激發(fa)創新意(yi)識(shi)。嚴(yan)格按照國家(jia)課程(cheng)方(fang)案和課程(cheng)標準實(shi)施(shi)教(jiao)(jiao)學(xue)(xue)(xue)(xue),確(que)保(bao)學(xue)(xue)(xue)(xue)生(sheng)達到國家(jia)規(gui)定學(xue)(xue)(xue)(xue)業質量(liang)標準。充分發(fa)揮教(jiao)(jiao)師主(zhu)導作用,引導教(jiao)(jiao)師深入理解學(xue)(xue)(xue)(xue)科(ke)特點、知(zhi)(zhi)識(shi)結構(gou)、思(si)想方(fang)法,科(ke)學(xue)(xue)(xue)(xue)把握(wo)學(xue)(xue)(xue)(xue)生(sheng)認知(zhi)(zhi)規(gui)律(lv),上好每(mei)一堂課。突出學(xue)(xue)(xue)(xue)生(sheng)主(zhu)體(ti)地位,注重保(bao)護(hu)學(xue)(xue)(xue)(xue)生(sheng)好奇(qi)心、想象(xiang)力、求知(zhi)(zhi)欲,激發(fa)學(xue)(xue)(xue)(xue)習興趣,提高學(xue)(xue)(xue)(xue)習能力。加強(qiang)科(ke)學(xue)(xue)(xue)(xue)教(jiao)(jiao)育和實(shi)驗教(jiao)(jiao)學(xue)(xue)(xue)(xue),廣(guang)泛開(kai)展多種(zhong)形式的讀書(shu)活動。各地要加強(qiang)監測和督導,堅(jian)決防止學(xue)(xue)(xue)(xue)生(sheng)學(xue)(xue)(xue)(xue)業負(fu)擔過重。
5.強化(hua)體(ti)(ti)(ti)(ti)育(yu)鍛煉。堅持健(jian)康(kang)(kang)(kang)第一,實(shi)施學(xue)(xue)(xue)(xue)(xue)校體(ti)(ti)(ti)(ti)育(yu)固本行(xing)動。嚴格執行(xing)學(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)質(zhi)健(jian)康(kang)(kang)(kang)合格標準,健(jian)全(quan)國家監測制度。除體(ti)(ti)(ti)(ti)育(yu)免修學(xue)(xue)(xue)(xue)(xue)生(sheng)外(wai),未達體(ti)(ti)(ti)(ti)質(zhi)健(jian)康(kang)(kang)(kang)合格標準的,不得發(fa)放(fang)畢業證(zheng)書(shu)。開(kai)(kai)齊(qi)開(kai)(kai)足體(ti)(ti)(ti)(ti)育(yu)課,將體(ti)(ti)(ti)(ti)育(yu)科(ke)目納入高(gao)(gao)中階段學(xue)(xue)(xue)(xue)(xue)校考試招生(sheng)錄取(qu)計分科(ke)目。科(ke)學(xue)(xue)(xue)(xue)(xue)安(an)排體(ti)(ti)(ti)(ti)育(yu)課運(yun)(yun)動負荷,開(kai)(kai)展好學(xue)(xue)(xue)(xue)(xue)校特(te)色體(ti)(ti)(ti)(ti)育(yu)項目,大力發(fa)展校園足球,讓每位學(xue)(xue)(xue)(xue)(xue)生(sheng)掌握(wo)1至2項運(yun)(yun)動技能(neng)。廣泛開(kai)(kai)展校園普及性(xing)體(ti)(ti)(ti)(ti)育(yu)運(yun)(yun)動,定期舉辦(ban)學(xue)(xue)(xue)(xue)(xue)生(sheng)運(yun)(yun)動會或體(ti)(ti)(ti)(ti)育(yu)節。鼓勵地方向(xiang)學(xue)(xue)(xue)(xue)(xue)生(sheng)免費或優(you)惠開(kai)(kai)放(fang)公共運(yun)(yun)動場(chang)所。通過購(gou)買(mai)服(fu)務等方式,鼓勵體(ti)(ti)(ti)(ti)育(yu)社會組織為學(xue)(xue)(xue)(xue)(xue)生(sheng)提(ti)供(gong)高(gao)(gao)質(zhi)量體(ti)(ti)(ti)(ti)育(yu)服(fu)務。精(jing)準實(shi)施農村義務教育(yu)學(xue)(xue)(xue)(xue)(xue)生(sheng)營養(yang)改善(shan)計劃(hua)。健(jian)全(quan)學(xue)(xue)(xue)(xue)(xue)生(sheng)視(shi)力健(jian)康(kang)(kang)(kang)綜合干預體(ti)(ti)(ti)(ti)系,保(bao)障(zhang)學(xue)(xue)(xue)(xue)(xue)生(sheng)充足睡眠時(shi)間。
6.增(zeng)強美育熏陶。實(shi)施學校(xiao)美育提(ti)升行動,嚴(yan)格(ge)落實(shi)音樂、美術(shu)(shu)(shu)(shu)、書法(fa)等課(ke)程(cheng),結合(he)地(di)方文(wen)化設(she)立藝術(shu)(shu)(shu)(shu)特色課(ke)程(cheng)。廣泛開展(zhan)(zhan)校(xiao)園(yuan)藝術(shu)(shu)(shu)(shu)活動,幫助(zhu)每位學生(sheng)學會(hui)1至2項藝術(shu)(shu)(shu)(shu)技能、會(hui)唱主旋律歌曲(qu)。引導學生(sheng)了解世(shi)界優(you)秀藝術(shu)(shu)(shu)(shu),增(zeng)強文(wen)化理解。鼓勵學校(xiao)組建(jian)特色藝術(shu)(shu)(shu)(shu)團隊,辦好中小(xiao)學生(sheng)藝術(shu)(shu)(shu)(shu)展(zhan)(zhan)演,推(tui)進中華優(you)秀傳統文(wen)化藝術(shu)(shu)(shu)(shu)傳承學校(xiao)建(jian)設(she)。通過購(gou)買服(fu)務等方式,鼓勵專業(ye)藝術(shu)(shu)(shu)(shu)人才到中小(xiao)學兼(jian)職任教(jiao)。支(zhi)持藝術(shu)(shu)(shu)(shu)院(yuan)校(xiao)在中小(xiao)學建(jian)立對口支(zhi)援(yuan)基地(di)。
7.加(jia)強(qiang)勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)教育。充分發揮勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)綜(zong)合(he)育人功能,制定勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)教育指導綱要(yao),加(jia)強(qiang)學(xue)生(sheng)(sheng)生(sheng)(sheng)活實踐、勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)技術和職業(ye)體(ti)驗教育。優化綜(zong)合(he)實踐活動(dong)(dong)(dong)(dong)課程結構,確保(bao)勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)教育課時(shi)不少(shao)于一半。家長要(yao)給(gei)孩子安(an)排力(li)所能及的家務勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong),學(xue)校要(yao)堅持學(xue)生(sheng)(sheng)值日制度,組織學(xue)生(sheng)(sheng)參加(jia)校園勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong),積極開展(zhan)校外(wai)勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)實踐和社區志愿服務。創(chuang)建一批勞(lao)(lao)(lao)動(dong)(dong)(dong)(dong)教育實驗區,農(nong)村地(di)區要(yao)安(an)排相應田(tian)地(di)、山(shan)林、草場等(deng)作為(wei)學(xue)農(nong)實踐基(ji)地(di),城鎮地(di)區要(yao)為(wei)學(xue)生(sheng)(sheng)參加(jia)農(nong)業(ye)生(sheng)(sheng)產(chan)、工業(ye)體(ti)驗、商業(ye)和服務業(ye)實踐等(deng)提供(gong)保(bao)障。
三、強化課堂主陣地作用,切實提高課堂教學質量
8.優(you)化教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)方式(shi)。堅持(chi)教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)相(xiang)長,注重(zhong)啟(qi)發(fa)式(shi)、互動式(shi)、探究(jiu)式(shi)教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue),教(jiao)師課(ke)(ke)前要(yao)指(zhi)導學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)做(zuo)好(hao)預習(xi),課(ke)(ke)上要(yao)講清重(zhong)點難點、知識體(ti)系,引導學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)主(zhu)動思考、積極提問、自主(zhu)探究(jiu)。融合運用傳(chuan)統與現代技術(shu)手段,重(zhong)視(shi)情境教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue);探索基于(yu)學(xue)(xue)(xue)(xue)(xue)(xue)科的課(ke)(ke)程綜合化教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue),開(kai)展研究(jiu)型、項目化、合作式(shi)學(xue)(xue)(xue)(xue)(xue)(xue)習(xi)。精準分析(xi)學(xue)(xue)(xue)(xue)(xue)(xue)情,重(zhong)視(shi)差異(yi)化教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)和(he)個別化指(zhi)導。各地要(yao)定(ding)期開(kai)展聚焦課(ke)(ke)堂教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)質量的主(zhu)題活動,注重(zhong)培育(yu)、遴選和(he)推廣優(you)秀教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)模式(shi)、教(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)案例。
9.加強教學(xue)(xue)(xue)管(guan)理。省級教育(yu)部門要分學(xue)(xue)(xue)科制(zhi)定(ding)課(ke)(ke)堂教學(xue)(xue)(xue)基本要求,市縣(xian)級教育(yu)部門要指導(dao)學(xue)(xue)(xue)校(xiao)形成教學(xue)(xue)(xue)管(guan)理特色。學(xue)(xue)(xue)校(xiao)要健(jian)全教學(xue)(xue)(xue)管(guan)理規(gui)程(cheng),統籌制(zhi)定(ding)教學(xue)(xue)(xue)計劃,優化教學(xue)(xue)(xue)環節;開齊開足開好(hao)國家規(gui)定(ding)課(ke)(ke)程(cheng),不得(de)(de)隨(sui)意增減課(ke)(ke)時、改變難度、調(diao)整進度;嚴格按課(ke)(ke)程(cheng)標準零起點教學(xue)(xue)(xue),小學(xue)(xue)(xue)一(yi)年級設置(zhi)過渡(du)性活動課(ke)(ke)程(cheng),注重做好(hao)幼小銜(xian)接(jie);堅(jian)持和完善集體備(bei)課(ke)(ke)制(zhi)度,認真制(zhi)定(ding)教案(an)。各地各校(xiao)要切實(shi)(shi)加強課(ke)(ke)程(cheng)實(shi)(shi)施(shi)日常監督,不得(de)(de)有提前結課(ke)(ke)備(bei)考、超(chao)標教學(xue)(xue)(xue)、違規(gui)統考、考試排(pai)名(ming)和不履行教學(xue)(xue)(xue)責任等行為。
10.完善作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)考(kao)試(shi)(shi)輔導。統籌(chou)調控不(bu)同(tong)年(nian)級、不(bu)同(tong)學(xue)(xue)(xue)(xue)科作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)數量和(he)作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)時間(jian),促進(jin)學(xue)(xue)(xue)(xue)生完成好基礎性作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye),強化(hua)實(shi)踐(jian)性作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye),探索彈性作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)和(he)跨學(xue)(xue)(xue)(xue)科作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye),不(bu)斷提(ti)高作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)設計質量。杜絕(jue)將學(xue)(xue)(xue)(xue)生作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)變成家(jia)長作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)或要求家(jia)長檢查(cha)批(pi)改(gai)作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye),不(bu)得(de)布(bu)置(zhi)懲罰(fa)性作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye)。教師要認真批(pi)改(gai)作(zuo)(zuo)(zuo)(zuo)(zuo)業(ye)(ye)(ye),強化(hua)面批(pi)講解,及時做好反饋。從嚴(yan)控制考(kao)試(shi)(shi)次數,考(kao)試(shi)(shi)內(nei)容要符合課(ke)程標準、聯系學(xue)(xue)(xue)(xue)生生活實(shi)際(ji),考(kao)試(shi)(shi)成績實(shi)行等級評價,嚴(yan)禁以任何方(fang)式公布(bu)學(xue)(xue)(xue)(xue)生成績和(he)排名。建立學(xue)(xue)(xue)(xue)有困(kun)難學(xue)(xue)(xue)(xue)生幫扶制度,為(wei)學(xue)(xue)(xue)(xue)有余力學(xue)(xue)(xue)(xue)生拓展學(xue)(xue)(xue)(xue)習空(kong)間(jian)。各(ge)地要完善政策支持措施(shi),不(bu)斷提(ti)高課(ke)后(hou)服務水(shui)平。
11.促進信息技術與教(jiao)(jiao)育教(jiao)(jiao)學(xue)(xue)融合應用。推進“教(jiao)(jiao)育+互聯網(wang)”發展(zhan),按(an)照服(fu)(fu)(fu)務教(jiao)(jiao)師教(jiao)(jiao)學(xue)(xue)、服(fu)(fu)(fu)務學(xue)(xue)生學(xue)(xue)習、服(fu)(fu)(fu)務學(xue)(xue)校(xiao)管理的要(yao)求(qiu),建立覆蓋義務教(jiao)(jiao)育各年級各學(xue)(xue)科的數(shu)字教(jiao)(jiao)育資源體系。加(jia)快(kuai)數(shu)字校(xiao)園(yuan)建設,積極探(tan)索基于互聯網(wang)的教(jiao)(jiao)學(xue)(xue)。免費為農村和邊遠(yuan)貧困(kun)地區學(xue)(xue)校(xiao)提供優(you)質學(xue)(xue)習資源,加(jia)快(kuai)縮(suo)小城鄉(xiang)教(jiao)(jiao)育差距。加(jia)強信息化(hua)終端設備及(ji)軟件管理,建立數(shu)字化(hua)教(jiao)(jiao)學(xue)(xue)資源進校(xiao)園(yuan)審核監管機(ji)制(zhi)。
四、按照“四有好老師”標準,建設高素質專業化教師隊伍
12.大力(li)提高(gao)(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)能力(li)。以新(xin)(xin)時代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師素質要求和(he)(he)國家課程標準為導向,改(gai)革和(he)(he)加強師范教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu),提高(gao)(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師培(pei)養培(pei)訓(xun)(xun)質量。實(shi)施全員輪訓(xun)(xun),突(tu)出新(xin)(xin)課程、新(xin)(xin)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材、新(xin)(xin)方法、新(xin)(xin)技術培(pei)訓(xun)(xun),強化師德(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)和(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)基本功訓(xun)(xun)練,不斷提高(gao)(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師育(yu)(yu)德(de)、課堂教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)、作(zuo)業與考試命題設計(ji)、實(shi)驗操作(zuo)和(he)(he)家庭教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)指導等能力(li)。進一步(bu)實(shi)施好(hao)“國培(pei)計(ji)劃”,增加農村教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師培(pei)訓(xun)(xun)機會(hui),加強緊缺學(xue)科(ke)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師培(pei)訓(xun)(xun)。實(shi)施鄉村優秀青年(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師培(pei)養獎勵(li)計(ji)劃,定期開展教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)素養展示和(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)名師評選活動,對教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)業績突(tu)出的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師予以表彰獎勵(li)。
13.優(you)化教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資源(yuan)配置。各地要(yao)按照中小學(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職工編(bian)(bian)制(zhi)(zhi)(zhi)標(biao)準做好(hao)編(bian)(bian)制(zhi)(zhi)(zhi)核(he)定(ding)(ding)工作,并制(zhi)(zhi)(zhi)定(ding)(ding)小規模學(xue)校(xiao)編(bian)(bian)制(zhi)(zhi)(zhi)核(he)定(ding)(ding)標(biao)準和(he)通過政府(fu)購買服(fu)務(wu)方式(shi)為(wei)寄宿(su)制(zhi)(zhi)(zhi)學(xue)校(xiao)提供生(sheng)活服(fu)務(wu)的(de)實(shi)(shi)施(shi)辦法(fa)(fa)。對符(fu)合條(tiao)件的(de)非在編(bian)(bian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)要(yao)加快入編(bian)(bian),不(bu)得產生(sheng)新的(de)代(dai)課教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)。縣(xian)級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)育部(bu)門要(yao)按照班額(e)、生(sheng)源(yuan)等情況,在核(he)定(ding)(ding)的(de)總量內,統(tong)籌調配各校(xiao)編(bian)(bian)制(zhi)(zhi)(zhi)和(he)崗(gang)位數(shu)量,并向同級(ji)機(ji)構編(bian)(bian)制(zhi)(zhi)(zhi)、人(ren)力資源(yuan)社會保障(zhang)和(he)財政部(bu)門備案。制(zhi)(zhi)(zhi)定(ding)(ding)符(fu)合教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)職業特點的(de)公(gong)開招(zhao)聘(pin)辦法(fa)(fa),充分發揮教(jiao)(jiao)(jiao)(jiao)(jiao)育部(bu)門和(he)學(xue)校(xiao)在教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)招(zhao)聘(pin)中的(de)重要(yao)作用,嚴格教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資格準入制(zhi)(zhi)(zhi)度。實(shi)(shi)行(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)資格定(ding)(ding)期(qi)注(zhu)冊制(zhi)(zhi)(zhi)度,對不(bu)適應(ying)(ying)教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)的(de)應(ying)(ying)及時調整。加大縣(xian)域內城鎮與(yu)鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)雙(shuang)向交流、定(ding)(ding)期(qi)輪崗(gang)力度,建立學(xue)區(鄉鎮)內教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)走教(jiao)(jiao)(jiao)(jiao)(jiao)制(zhi)(zhi)(zhi)度。進一步實(shi)(shi)施(shi)好(hao)農村教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)“特崗(gang)計(ji)劃”和(he)“銀(yin)齡講學(xue)計(ji)劃”。完善教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)崗(gang)位分級(ji)認(ren)定(ding)(ding)辦法(fa)(fa),適當提高教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)中、高級(ji)崗(gang)位比(bi)例。
14.依(yi)法(fa)保(bao)障(zhang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)權(quan)(quan)(quan)益(yi)和待遇。制定教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)優(you)待辦(ban)法(fa),保(bao)障(zhang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)享(xiang)有健康體(ti)檢(jian)、旅游、住房、落(luo)戶等(deng)優(you)待政策。堅持(chi)教(jiao)(jiao)(jiao)(jiao)育投入(ru)優(you)先保(bao)障(zhang)并(bing)不(bu)斷提高教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)待遇。完善(shan)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育績(ji)效工(gong)(gong)資總量核定辦(ban)法(fa),建立聯動增長機(ji)制,確保(bao)義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)平(ping)(ping)均工(gong)(gong)資收(shou)入(ru)水(shui)平(ping)(ping)不(bu)低于(yu)當地(di)公務(wu)(wu)員平(ping)(ping)均工(gong)(gong)資收(shou)入(ru)水(shui)平(ping)(ping)。完善(shan)績(ji)效工(gong)(gong)資分(fen)配(pei)辦(ban)法(fa),績(ji)效工(gong)(gong)資增量主要用于(yu)獎勵性績(ji)效工(gong)(gong)資分(fen)配(pei);切實落(luo)實學(xue)(xue)校分(fen)配(pei)自主權(quan)(quan)(quan),并(bing)向教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)一線和教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)實績(ji)突出的(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)傾(qing)斜。落(luo)實鄉(xiang)村教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)鄉(xiang)鎮工(gong)(gong)作補貼、集中連片特(te)困地(di)區生(sheng)活補助和艱苦邊遠地(di)區津貼等(deng)政策,有條件的(de)地(di)方(fang)對在鄉(xiang)村有教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)任務(wu)(wu)的(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)給予交通補助。加強鄉(xiang)村學(xue)(xue)校教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)周轉宿舍建設。制定實施細則(ze),明(ming)確教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)育懲戒權(quan)(quan)(quan)。依(yi)法(fa)依(yi)規(gui)妥善(shan)處理涉及學(xue)(xue)校和教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)的(de)矛盾糾紛,堅決維護教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)合法(fa)權(quan)(quan)(quan)益(yi)。
15.提升校長(chang)(chang)實(shi)施素質(zhi)教(jiao)(jiao)育(yu)能力(li)。校長(chang)(chang)是學(xue)校提高(gao)教(jiao)(jiao)育(yu)質(zhi)量的第一責任人,應(ying)經常深(shen)入課堂聽(ting)課、參與教(jiao)(jiao)研、指導教(jiao)(jiao)學(xue),努力(li)提高(gao)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)領導力(li)。尊重校長(chang)(chang)崗位特點,完(wan)善選任機(ji)制與管理(li)辦法,推(tui)行校長(chang)(chang)職級制,努力(li)造就一支政治(zhi)過硬、品德高(gao)尚、業務(wu)精湛、治(zhi)校有方的高(gao)素質(zhi)專業化校長(chang)(chang)隊(dui)伍。加大校長(chang)(chang)特別是鄉村學(xue)校校長(chang)(chang)培(pei)訓力(li)度,開展校長(chang)(chang)國內(nei)外研修。倡導教(jiao)(jiao)育(yu)家辦學(xue),支持(chi)校長(chang)(chang)大膽(dan)實(shi)踐,創(chuang)新教(jiao)(jiao)育(yu)理(li)念、教(jiao)(jiao)育(yu)模式、教(jiao)(jiao)育(yu)方法,營造教(jiao)(jiao)育(yu)家脫(tuo)穎而(er)出的制度環境。
五、深化關鍵領域改革,為提高教育質量創造條件
16.加(jia)(jia)強課(ke)(ke)程(cheng)(cheng)教(jiao)材建(jian)設(she)。國家(jia)建(jian)立(li)義(yi)務教(jiao)育課(ke)(ke)程(cheng)(cheng)方(fang)案、課(ke)(ke)程(cheng)(cheng)標準(zhun)修(xiu)訂和實(shi)施(shi)監(jian)(jian)測(ce)機(ji)制,完善(shan)教(jiao)材管(guan)理辦法(fa)。省級(ji)教(jiao)育部(bu)門(men)(men)制定(ding)地方(fang)課(ke)(ke)程(cheng)(cheng)和校(xiao)(xiao)本課(ke)(ke)程(cheng)(cheng)開發與實(shi)施(shi)指南,并建(jian)立(li)審(shen)議評估和質量監(jian)(jian)測(ce)制度。縣級(ji)教(jiao)育部(bu)門(men)(men)要(yao)加(jia)(jia)強校(xiao)(xiao)本課(ke)(ke)程(cheng)(cheng)監(jian)(jian)管(guan),構建(jian)學(xue)校(xiao)(xiao)間共(gong)建(jian)共(gong)享機(ji)制。學(xue)校(xiao)(xiao)要(yao)提高校(xiao)(xiao)本課(ke)(ke)程(cheng)(cheng)質量,校(xiao)(xiao)本課(ke)(ke)程(cheng)(cheng)原(yuan)則上不編寫教(jiao)材。嚴禁(jin)用地方(fang)課(ke)(ke)程(cheng)(cheng)、校(xiao)(xiao)本課(ke)(ke)程(cheng)(cheng)取代國家(jia)課(ke)(ke)程(cheng)(cheng),嚴禁(jin)使用未經(jing)審(shen)定(ding)的教(jiao)材。義(yi)務教(jiao)育學(xue)校(xiao)(xiao)不得(de)引進境外(wai)課(ke)(ke)程(cheng)(cheng)、使用境外(wai)教(jiao)材。完善(shan)義(yi)務教(jiao)育裝備(bei)基本標準(zhun),有(you)條件的地方(fang)可建(jian)設(she)創(chuang)新實(shi)驗室、綜合實(shi)驗室。
17.完(wan)善招(zhao)生(sheng)(sheng)(sheng)(sheng)考(kao)試制度。推進義(yi)務教育(yu)學(xue)校免試就近入學(xue)全覆蓋。健全聯控聯保機制,精準做好控輟保學(xue)工作。嚴禁以各類考(kao)試、競賽、培(pei)訓成(cheng)績或(huo)證書證明等作為招(zhao)生(sheng)(sheng)(sheng)(sheng)依據,不(bu)得(de)以面(mian)試、評(ping)測等名(ming)義(yi)選拔(ba)學(xue)生(sheng)(sheng)(sheng)(sheng)。民辦(ban)(ban)義(yi)務教育(yu)學(xue)校招(zhao)生(sheng)(sheng)(sheng)(sheng)納入審(shen)批地統(tong)一管理,與公辦(ban)(ban)學(xue)校同步(bu)招(zhao)生(sheng)(sheng)(sheng)(sheng);對報名(ming)人數超過招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)的,實(shi)(shi)行電腦隨機錄取。高中(zhong)(zhong)階段學(xue)校實(shi)(shi)行基于(yu)初中(zhong)(zhong)學(xue)業水(shui)(shui)平考(kao)試成(cheng)績、結合綜合素質(zhi)評(ping)價的招(zhao)生(sheng)(sheng)(sheng)(sheng)錄取模(mo)式,落實(shi)(shi)優質(zhi)普通高中(zhong)(zhong)招(zhao)生(sheng)(sheng)(sheng)(sheng)指標(biao)分(fen)配(pei)到初中(zhong)(zhong)政(zheng)策,公辦(ban)(ban)民辦(ban)(ban)普通高中(zhong)(zhong)按審(shen)批機關統(tong)一批準的招(zhao)生(sheng)(sheng)(sheng)(sheng)計(ji)劃(hua)(hua)、范圍、標(biao)準和方式同步(bu)招(zhao)生(sheng)(sheng)(sheng)(sheng)。穩步(bu)推進初中(zhong)(zhong)學(xue)業水(shui)(shui)平考(kao)試省級統(tong)一命題,堅(jian)持(chi)以課(ke)程標(biao)準為命題依據,不(bu)得(de)制定考(kao)試大綱(gang),不(bu)斷提高命題水(shui)(shui)平。
18.健全(quan)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)(ping)價(jia)(jia)(jia)監測體系(xi)(xi)。建(jian)立以(yi)發(fa)展素質(zhi)(zhi)(zhi)(zhi)教(jiao)育(yu)為導(dao)向的(de)科學(xue)(xue)評(ping)(ping)價(jia)(jia)(jia)體系(xi)(xi),國家制定縣(xian)域(yu)義務教(jiao)育(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)、學(xue)(xue)校辦(ban)學(xue)(xue)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)和(he)(he)學(xue)(xue)生發(fa)展質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)(ping)價(jia)(jia)(jia)標準。縣(xian)域(yu)教(jiao)育(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)(ping)價(jia)(jia)(jia)突出考(kao)查(cha)地方黨(dang)委(wei)和(he)(he)政府對教(jiao)育(yu)教(jiao)學(xue)(xue)改革(ge)的(de)價(jia)(jia)(jia)值導(dao)向、組織(zhi)領(ling)導(dao)、條件保障(zhang)和(he)(he)義務教(jiao)育(yu)均衡發(fa)展情況等。學(xue)(xue)校辦(ban)學(xue)(xue)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)(ping)價(jia)(jia)(jia)突出考(kao)查(cha)學(xue)(xue)校堅持(chi)全(quan)面培養(yang)、提高(gao)學(xue)(xue)生綜合素質(zhi)(zhi)(zhi)(zhi)以(yi)及辦(ban)學(xue)(xue)行為、隊伍建(jian)設、學(xue)(xue)業負擔、社(she)會(hui)滿意(yi)度等。學(xue)(xue)生發(fa)展質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)(ping)價(jia)(jia)(jia)突出考(kao)查(cha)學(xue)(xue)生品德發(fa)展、學(xue)(xue)業發(fa)展、身心健康(kang)、興(xing)趣特長和(he)(he)勞動實(shi)踐等。堅持(chi)和(he)(he)完善國家義務教(jiao)育(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)監測制度,強化(hua)過程性(xing)和(he)(he)發(fa)展性(xing)評(ping)(ping)價(jia)(jia)(jia),建(jian)立監測平(ping)臺,定期發(fa)布(bu)監測報告。
19.發揮教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)支撐作(zuo)(zuo)用。加強和(he)改進(jin)新時代教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)工作(zuo)(zuo),理(li)順教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)管理(li)體制(zhi),完善國家、省、市(shi)(shi)、縣、校(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)體系,有條件的地方(fang)應(ying)獨立(li)(li)設(she)置教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)機(ji)構(gou)。明確教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)員工作(zuo)(zuo)職責和(he)專業標準,健全教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)員準入、退出(chu)、考(kao)核激(ji)勵(li)和(he)專業發展機(ji)制(zhi)。建立(li)(li)專兼(jian)結合的教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)隊伍,省、市(shi)(shi)、縣三級教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)機(ji)構(gou)應(ying)配(pei)齊所有學(xue)科專職教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)員。完善區域教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)、校(xiao)(xiao)本教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)、網絡教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)、綜(zong)合教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)制(zhi)度(du),建立(li)(li)教(jiao)(jiao)(jiao)(jiao)(jiao)研(yan)(yan)(yan)員鄉村(cun)學(xue)校(xiao)(xiao)聯系點制(zhi)度(du)。鼓勵(li)高(gao)等(deng)(deng)學(xue)校(xiao)(xiao)、科研(yan)(yan)(yan)機(ji)構(gou)等(deng)(deng)參與教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)研(yan)(yan)(yan)究與改革工作(zuo)(zuo)。
20.激發(fa)(fa)學(xue)(xue)校生機(ji)(ji)活(huo)力。推進現代學(xue)(xue)校制(zhi)度建設(she),落實(shi)(shi)學(xue)(xue)校辦學(xue)(xue)自主權,保(bao)障學(xue)(xue)校自主設(she)立內設(she)機(ji)(ji)構,依(yi)法依(yi)規(gui)實(shi)(shi)施教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)活(huo)動(dong)、聘用教(jiao)(jiao)(jiao)師及其(qi)他工作人員、管理(li)使用學(xue)(xue)校經(jing)費等(deng)。各(ge)地(di)要完善統籌協(xie)調(diao)機(ji)(ji)制(zhi),嚴格控制(zhi)面向(xiang)義務教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)校的各(ge)類(lei)審批、檢查(cha)驗收、創建評比等(deng)活(huo)動(dong),未經(jing)當地(di)教(jiao)(jiao)(jiao)育(yu)部門同意,任何單位不得到學(xue)(xue)校開展(zhan)有關活(huo)動(dong)。發(fa)(fa)揮優質學(xue)(xue)校示范(fan)輻(fu)射(she)作用,完善強校帶(dai)弱校、城鄉對(dui)口支(zhi)援(yuan)等(deng)辦學(xue)(xue)機(ji)(ji)制(zhi),促進新優質學(xue)(xue)校成長(chang)。對(dui)提高教(jiao)(jiao)(jiao)育(yu)質量成效顯著和發(fa)(fa)揮示范(fan)輻(fu)射(she)作用突出的學(xue)(xue)校,應給予支(zhi)持和獎勵。
21.實施義務(wu)教育(yu)(yu)質(zhi)量(liang)提(ti)升工程。保(bao)障義務(wu)教育(yu)(yu)財政經費投入,加(jia)大對教師隊伍建(jian)設(she)、教育(yu)(yu)教學(xue)改(gai)革、提(ti)高(gao)教育(yu)(yu)質(zhi)量(liang)經費支持(chi)力度。實施優秀教學(xue)成果推廣應用計劃,整合建(jian)設(she)國家中小學(xue)生網絡學(xue)習平臺(tai)。推進義務(wu)教育(yu)(yu)薄(bo)弱環(huan)節改(gai)善與能(neng)力提(ti)升,重點加(jia)強鄉(xiang)村(cun)小規模學(xue)校(xiao)和鄉(xiang)鎮寄宿(su)制學(xue)校(xiao)建(jian)設(she),打造(zao)“鄉(xiang)村(cun)溫(wen)馨校(xiao)園”;加(jia)快消除(chu)城鎮大班(ban)額,逐步降低班(ban)額標準,促進縣(xian)域義務(wu)教育(yu)(yu)從(cong)基本均(jun)衡向優質(zhi)均(jun)衡發(fa)展。
六、加強組織領導,開創新時代義務教育改革發展新局面
22.堅持黨(dang)的全(quan)面(mian)(mian)領(ling)(ling)導。各級(ji)黨(dang)委(wei)和(he)政(zheng)府要(yao)把辦好義(yi)務教(jiao)(jiao)(jiao)育(yu)作(zuo)(zuo)為(wei)重中(zhong)之重,全(quan)面(mian)(mian)加強黨(dang)的領(ling)(ling)導,切實履行省級(ji)和(he)市(shi)級(ji)政(zheng)府統籌(chou)實施、縣級(ji)政(zheng)府為(wei)主管理(li)責(ze)任。黨(dang)政(zheng)有關負責(ze)人要(yao)牢固樹(shu)立科學(xue)(xue)教(jiao)(jiao)(jiao)育(yu)觀、正(zheng)確(que)政(zheng)績(ji)觀,嚴禁下達升學(xue)(xue)指(zhi)標或片面(mian)(mian)以升學(xue)(xue)率評價(jia)學(xue)(xue)校(xiao)(xiao)和(he)教(jiao)(jiao)(jiao)師。要(yao)選優配強教(jiao)(jiao)(jiao)育(yu)部門(men)領(ling)(ling)導干部,特別是(shi)縣級(ji)教(jiao)(jiao)(jiao)育(yu)局(ju)局(ju)長(chang)。縣級(ji)黨(dang)委(wei)和(he)政(zheng)府每(mei)年(nian)要(yao)至少聽取(qu)1次義(yi)務教(jiao)(jiao)(jiao)育(yu)工作(zuo)(zuo)匯報,及時(shi)研究解(jie)決有關重大問題。加強學(xue)(xue)校(xiao)(xiao)黨(dang)的建(jian)設,充分發揮學(xue)(xue)校(xiao)(xiao)黨(dang)組織(zhi)領(ling)(ling)導作(zuo)(zuo)用(yong),強化黨(dang)建(jian)帶團(tuan)建(jian)、隊建(jian)。將校(xiao)(xiao)園安(an)全(quan)納入(ru)社會治理(li),完善校(xiao)(xiao)園安(an)全(quan)風險防控體系和(he)依法處理(li)機制,堅決杜絕(jue)“校(xiao)(xiao)鬧”行為(wei),維護正(zheng)常(chang)教(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)學(xue)(xue)秩序。
