部署更好發揮財政金融政策作用 支持擴內需調結構促進實體經濟發展
確定圍繞補短板增后勁惠民生推動有效投資的措施
新華社北京7月23日電 國務(wu)院總理(li)李克強7月23日主持(chi)召(zhao)開國務(wu)院常(chang)務(wu)會議,部署更好發揮財政金融政策(ce)作用,支持(chi)擴內需(xu)調結構(gou)促進(jin)實體經濟(ji)發展(zhan);確定圍繞補短板、增后(hou)勁、惠(hui)民生推(tui)動有效投資的(de)措施。
會(hui)議聽取了財(cai)政(zheng)(zheng)(zheng)金(jin)(jin)融(rong)(rong)進一(yi)步支(zhi)持(chi)實體(ti)經(jing)濟發(fa)(fa)展(zhan)的匯報(bao),要(yao)(yao)(yao)求保(bao)持(chi)宏觀政(zheng)(zheng)(zheng)策(ce)穩(wen)定(ding),堅(jian)持(chi)不(bu)搞“大(da)(da)(da)水(shui)漫灌(guan)”式強(qiang)刺激,根據(ju)形勢變化(hua)相機預調(diao)微調(diao)、定(ding)向(xiang)調(diao)控(kong),應(ying)對好(hao)(hao)外部環境不(bu)確定(ding)性(xing)(xing),保(bao)持(chi)經(jing)濟運行(xing)在(zai)合(he)理(li)區間。財(cai)政(zheng)(zheng)(zheng)金(jin)(jin)融(rong)(rong)政(zheng)(zheng)(zheng)策(ce)要(yao)(yao)(yao)協同發(fa)(fa)力,更(geng)有效服(fu)務實體(ti)經(jing)濟,更(geng)有力服(fu)務宏觀大(da)(da)(da)局。一(yi)是(shi)積極(ji)財(cai)政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)策(ce)要(yao)(yao)(yao)更(geng)加積極(ji)。聚焦減(jian)稅(shui)(shui)降(jiang)費(fei),在(zai)確保(bao)全(quan)年減(jian)輕(qing)市場(chang)主體(ti)稅(shui)(shui)費(fei)負擔1.1萬億(yi)(yi)元以上(shang)的基(ji)(ji)礎(chu)上(shang),將企(qi)業(ye)研發(fa)(fa)費(fei)用(yong)加計(ji)扣除比例提高(gao)到(dao)75%的政(zheng)(zheng)(zheng)策(ce)由科技(ji)型(xing)中(zhong)小(xiao)企(qi)業(ye)擴大(da)(da)(da)至所有企(qi)業(ye),初步測算全(quan)年可減(jian)稅(shui)(shui)650億(yi)(yi)元。對已(yi)(yi)確定(ding)的先進制造業(ye)、現代服(fu)務業(ye)等(deng)(deng)增值稅(shui)(shui)留抵退稅(shui)(shui)返還的1130億(yi)(yi)元在(zai)9月底前要(yao)(yao)(yao)基(ji)(ji)本完成(cheng)。加強(qiang)相關方面(mian)銜接,加快今年1.35萬億(yi)(yi)元地方政(zheng)(zheng)(zheng)府專項(xiang)債券(quan)發(fa)(fa)行(xing)和(he)使用(yong)進度(du),在(zai)推動(dong)在(zai)建(jian)基(ji)(ji)礎(chu)設施(shi)項(xiang)目上(shang)早見成(cheng)效。二是(shi)穩(wen)健的貨(huo)幣政(zheng)(zheng)(zheng)策(ce)要(yao)(yao)(yao)松緊(jin)適度(du)。保(bao)持(chi)適度(du)的社(she)會(hui)融(rong)(rong)資(zi)規模和(he)流動(dong)性(xing)(xing)合(he)理(li)充裕,疏通(tong)(tong)貨(huo)幣信貸政(zheng)(zheng)(zheng)策(ce)傳導機制,落實好(hao)(hao)已(yi)(yi)出(chu)臺(tai)的各(ge)項(xiang)措(cuo)施(shi)。通(tong)(tong)過實施(shi)臺(tai)賬管理(li)等(deng)(deng),建(jian)立責(ze)任(ren)制,把支(zhi)小(xiao)再(zai)貸款(kuan)、小(xiao)微企(qi)業(ye)和(he)個體(ti)工(gong)商(shang)戶貸款(kuan)利(li)息免征增值稅(shui)(shui)等(deng)(deng)政(zheng)(zheng)(zheng)策(ce)抓緊(jin)落實到(dao)位(wei)。引導金(jin)(jin)融(rong)(rong)機構將降(jiang)準資(zi)金(jin)(jin)用(yong)于支(zhi)持(chi)小(xiao)微企(qi)業(ye)、市場(chang)化(hua)債轉股等(deng)(deng)。鼓勵(li)商(shang)業(ye)銀(yin)行(xing)發(fa)(fa)行(xing)小(xiao)微企(qi)業(ye)金(jin)(jin)融(rong)(rong)債券(quan),豁免發(fa)(fa)行(xing)人連續(xu)盈(ying)利(li)要(yao)(yao)(yao)求。三是(shi)加快國家(jia)融(rong)(rong)資(zi)擔保(bao)基(ji)(ji)金(jin)(jin)出(chu)資(zi)到(dao)位(wei),努力實現每年新增支(zhi)持(chi)15萬家(jia)(次(ci))小(xiao)微企(qi)業(ye)和(he)1400億(yi)(yi)元貸款(kuan)目標。對拓展(zhan)小(xiao)微企(qi)業(ye)融(rong)(rong)資(zi)擔保(bao)規模、降(jiang)低(di)費(fei)用(yong)取得明顯成(cheng)效的地方給予獎補(bu)。四是(shi)堅(jian)決(jue)出(chu)清“僵(jiang)尸(shi)企(qi)業(ye)”,減(jian)少無效資(zi)金(jin)(jin)占用(yong)。繼(ji)續(xu)嚴(yan)厲打擊非法金(jin)(jin)融(rong)(rong)機構及活動(dong),守住不(bu)發(fa)(fa)生系統性(xing)(xing)風險底線。
會(hui)(hui)議(yi)認為,激發(fa)社會(hui)(hui)活力,推動有效投(tou)資(zi)穩定增長,是(shi)推進(jin)(jin)供(gong)給(gei)側結構性(xing)改(gai)革補短板、鞏固經濟穩中(zhong)向好勢頭、促進(jin)(jin)就業的重(zhong)要(yao)(yao)舉措(cuo)。一(yi)要(yao)(yao)深化(hua)投(tou)資(zi)領(ling)域“放(fang)管服”改(gai)革,調動民(min)間投(tou)資(zi)積極性(xing)。在交通、油氣、電信等(deng)領(ling)域推介一(yi)批(pi)以民(min)間投(tou)資(zi)為主、投(tou)資(zi)回報機(ji)制明確、商業潛力大(da)的項(xiang)目(mu)(mu)。推進(jin)(jin)高水平對外(wai)開放(fang),完善外(wai)商再(zai)投(tou)資(zi)鼓(gu)勵(li)政(zheng)策,加(jia)快已(yi)簽約(yue)外(wai)資(zi)項(xiang)目(mu)(mu)落(luo)地。二要(yao)(yao)有效保障在建(jian)(jian)(jian)項(xiang)目(mu)(mu)資(zi)金需求。督促地方盤活財政(zheng)存量資(zi)金,引導金融機(ji)構按照市場化(hua)原則保障融資(zi)平臺公司合理融資(zi)需求,對必要(yao)(yao)的在建(jian)(jian)(jian)項(xiang)目(mu)(mu)要(yao)(yao)避免資(zi)金斷供(gong)、工程爛尾。三(san)要(yao)(yao)對接(jie)發(fa)展(zhan)和民(min)生(sheng)需要(yao)(yao),推進(jin)(jin)建(jian)(jian)(jian)設和儲備一(yi)批(pi)重(zhong)大(da)項(xiang)目(mu)(mu)。加(jia)強(qiang)基礎研究和關鍵領(ling)域核(he)心技(ji)術(shu)攻關。會(hui)(hui)議(yi)通過(guo)了石化(hua)產(chan)業規劃布(bu)局方案(an),要(yao)(yao)求安全環保優先,并(bing)支持民(min)營和外(wai)資(zi)企(qi)業獨資(zi)或控股投(tou)資(zi),促進(jin)(jin)產(chan)業升級(ji)。
