新華社北(bei)京5月25日電 國務(wu)院(yuan)日前印發(fa)《關于(yu)改革(ge)國有企業工資決定機制的意見》(以下簡稱《意見》)。
《意見》要求(qiu),要全(quan)面貫(guan)徹黨的(de)十九大(da)精(jing)神(shen),以習近平新時(shi)代中國特色社(she)會主(zhu)義思想為(wei)指(zhi)導,以增強國有企(qi)業(ye)活力、提升國有企(qi)業(ye)效率(lv)(lv)為(wei)中心,建立健(jian)全(quan)與(yu)勞(lao)動力市場基本適應、與(yu)國有企(qi)業(ye)經濟效益(yi)和勞(lao)動生產(chan)率(lv)(lv)掛鉤的(de)工資決定和正常增長機制,完善(shan)國有企(qi)業(ye)工資分配監管體制,推動國有資本做強做優做大(da),促進收入分配更合理、更有序。
《意見》指出,國(guo)(guo)有(you)企業(ye)工(gong)資決定機(ji)制改(gai)(gai)革(ge)是(shi)完善國(guo)(guo)有(you)企業(ye)現代企業(ye)制度(du)(du)(du)的(de)重要(yao)內(nei)容,是(shi)深化收(shou)入分(fen)配(pei)制度(du)(du)(du)改(gai)(gai)革(ge)的(de)重要(yao)任(ren)務,事(shi)(shi)關國(guo)(guo)有(you)企業(ye)健(jian)康發展(zhan),事(shi)(shi)關國(guo)(guo)有(you)企業(ye)職工(gong)切身利益(yi),事(shi)(shi)關收(shou)入分(fen)配(pei)合理(li)(li)有(you)序(xu)。改(gai)(gai)革(ge)要(yao)堅(jian)(jian)持(chi)建立中國(guo)(guo)特色現代國(guo)(guo)有(you)企業(ye)制度(du)(du)(du)改(gai)(gai)革(ge)方(fang)向、堅(jian)(jian)持(chi)效(xiao)益(yi)導向與維護(hu)公平(ping)相(xiang)統一(yi)、堅(jian)(jian)持(chi)市場決定與政府監管相(xiang)結合、堅(jian)(jian)持(chi)分(fen)類(lei)分(fen)級(ji)管理(li)(li)的(de)基本原則。
《意見》明確(que)(que)了改革(ge)(ge)的重點內(nei)(nei)容(rong),一是(shi)改革(ge)(ge)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額決定機制(zhi)(zhi)。改革(ge)(ge)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額確(que)(que)定辦(ban)法,完(wan)(wan)善(shan)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)與效益聯(lian)動機制(zhi)(zhi),分(fen)(fen)類確(que)(que)定工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)效益聯(lian)動指標。二(er)是(shi)改革(ge)(ge)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額管(guan)(guan)(guan)(guan)理(li)方式。全(quan)面實(shi)行工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額預算(suan)(suan)管(guan)(guan)(guan)(guan)理(li),合理(li)確(que)(que)定工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額預算(suan)(suan)周期,強化(hua)(hua)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額預算(suan)(suan)執(zhi)行。三是(shi)完(wan)(wan)善(shan)企(qi)(qi)(qi)(qi)業(ye)(ye)內(nei)(nei)部(bu)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配管(guan)(guan)(guan)(guan)理(li)。完(wan)(wan)善(shan)企(qi)(qi)(qi)(qi)業(ye)(ye)內(nei)(nei)部(bu)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)(zong)額管(guan)(guan)(guan)(guan)理(li)制(zhi)(zhi)度,深化(hua)(hua)企(qi)(qi)(qi)(qi)業(ye)(ye)內(nei)(nei)部(bu)分(fen)(fen)配制(zhi)(zhi)度改革(ge)(ge),規范企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)列支渠(qu)道。四(si)是(shi)健(jian)全(quan)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配監(jian)管(guan)(guan)(guan)(guan)體(ti)制(zhi)(zhi)機制(zhi)(zhi)。加強和改進政府(fu)對國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配的宏觀指導和調(diao)控,落(luo)實(shi)履行出資(zi)(zi)(zi)(zi)人職(zhi)責機構的國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配監(jian)管(guan)(guan)(guan)(guan)職(zhi)責,完(wan)(wan)善(shan)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配內(nei)(nei)部(bu)監(jian)督機制(zhi)(zhi),建(jian)立國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分(fen)(fen)配信息公開制(zhi)(zhi)度,健(jian)全(quan)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)內(nei)(nei)外收入監(jian)督檢查制(zhi)(zhi)度。
《意見》強(qiang)(qiang)調(diao),國有企業工(gong)(gong)資(zi)決定機(ji)制(zhi)改(gai)革是一項涉及面廣、政策(ce)性強(qiang)(qiang)的工(gong)(gong)作,各(ge)地(di)區、各(ge)有關部(bu)門(men)要統一思想認識,以高度的政治責任感和歷史使命感,切(qie)實加強(qiang)(qiang)對改(gai)革工(gong)(gong)作的領導,做好統籌協調(diao),細(xi)化目標任務,明(ming)確責任分工(gong)(gong),強(qiang)(qiang)化督促檢查,及時研(yan)究解決改(gai)革中出現的問(wen)題,推動改(gai)革順利進行(xing)。
