第七章 構建快捷高效交通網
按照網絡(luo)化(hua)布局、智能(neng)化(hua)管理、一體(ti)化(hua)服務要(yao)求,加快建立連接雄安新區與京津(jin)及周(zhou)邊其(qi)他城(cheng)市(shi)、北京新機場之間的(de)軌道交通網絡(luo);完(wan)善雄安新區與外部連通的(de)高(gao)速公路、干線公路網;堅持公交優先,綜合(he)布局各類城(cheng)市(shi)交通設施,實現多種交通方式的(de)順暢換乘和無縫銜(xian)接,打造便捷、安全、綠色、智能(neng)交通體(ti)系。
第一節 完善區域綜合交通網絡
優化高(gao)速(su)鐵(tie)路網。構建“四縱(zong)兩橫”區(qu)域(yu)高(gao)速(su)鐵(tie)路交通網絡,重點加(jia)強(qiang)雄(xiong)(xiong)安新(xin)區(qu)和北京、天(tian)津、石家(jia)莊(zhuang)等城(cheng)市的(de)(de)聯系。“四縱(zong)”為(wei)京廣(guang)高(gao)鐵(tie)、京港(gang)臺(tai)高(gao)鐵(tie)京雄(xiong)(xiong)-雄(xiong)(xiong)商段、京雄(xiong)(xiong)-石雄(xiong)(xiong)城(cheng)際、新(xin)區(qu)至北京新(xin)機(ji)場快(kuai)線,“兩橫”為(wei)津保鐵(tie)路、津雄(xiong)(xiong)城(cheng)際-京昆(kun)高(gao)鐵(tie)忻雄(xiong)(xiong)段,實現新(xin)區(qu)高(gao)效融入“軌道上的(de)(de)京津冀”,20分(fen)鐘(zhong)到(dao)北京新(xin)機(ji)場,30分(fen)鐘(zhong)到(dao)北京、天(tian)津,60分(fen)鐘(zhong)到(dao)石家(jia)莊(zhuang)。
完善高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路網。構建“四縱三橫”區域高(gao)(gao)(gao)速(su)(su)(su)(su)公(gong)(gong)路網。“四縱”為京(jing)港澳高(gao)(gao)(gao)速(su)(su)(su)(su)、大廣高(gao)(gao)(gao)速(su)(su)(su)(su)、京(jing)雄高(gao)(gao)(gao)速(su)(su)(su)(su)(含新(xin)(xin)(xin)機(ji)場(chang)北線(xian)高(gao)(gao)(gao)速(su)(su)(su)(su)支線(xian))、新(xin)(xin)(xin)機(ji)場(chang)至德州(zhou)高(gao)(gao)(gao)速(su)(su)(su)(su),“三橫”為榮烏高(gao)(gao)(gao)速(su)(su)(su)(su)新(xin)(xin)(xin)線(xian)、津(jin)雄高(gao)(gao)(gao)速(su)(su)(su)(su)、津(jin)石(shi)高(gao)(gao)(gao)速(su)(su)(su)(su),實現新(xin)(xin)(xin)區60分鐘到(dao)北京(jing)、天(tian)津(jin),90分鐘到(dao)石(shi)家莊。加強新(xin)(xin)(xin)區與天(tian)津(jin)港、黃驊(hua)港交通聯系,暢通新(xin)(xin)(xin)區出海通道。
提升航空服務水平。依托高(gao)(gao)速鐵路、高(gao)(gao)速公路網絡,加(jia)強新(xin)區與北京新(xin)機場(chang)、首都國際機場(chang)、天津濱海機場(chang)、石家(jia)莊正定機場(chang)之(zhi)間(jian)的(de)快速高(gao)(gao)效(xiao)聯系。
合(he)理布局(ju)綜合(he)交通樞(shu)(shu)(shu)紐(niu)。依(yi)托高(gao)鐵、城(cheng)(cheng)際站,強化路網對接(jie)和多(duo)種交通方式銜接(jie),構建綜合(he)交通樞(shu)(shu)(shu)紐(niu),形(xing)成“兩(liang)主(zhu)(zhu)兩(liang)輔”樞(shu)(shu)(shu)紐(niu)格局(ju)。“兩(liang)主(zhu)(zhu)”為(wei)雄安高(gao)鐵站、城(cheng)(cheng)際站,高(gao)鐵站樞(shu)(shu)(shu)紐(niu)布局(ju)在昝崗組(zu)團,依(yi)托國(guo)家高(gao)鐵網,便捷聯系全(quan)國(guo);城(cheng)(cheng)際站樞(shu)(shu)(shu)紐(niu)布局(ju)在啟動區(qu),站城(cheng)(cheng)一體,實現與京津冀核(he)心城(cheng)(cheng)市直連(lian)直通。“兩(liang)輔”為(wei)白洋淀(dian)站、白溝站,依(yi)托既有(you)線路,服(fu)務新區(qu)北(bei)部外圍組(zu)團,兼顧貨運(yun)物流。
第二節 構建新區便捷交通體系
規劃(hua)建(jian)設運行(xing)高效的城市(shi)(shi)軌(gui)(gui)(gui)道(dao)交(jiao)通(tong)。按照(zhao)網絡化(hua)、多模式、集約型(xing)的原則,以起(qi)步區和外圍組團(tuan)為(wei)主體布(bu)局(ju)軌(gui)(gui)(gui)道(dao)交(jiao)通(tong)網絡,實現起(qi)步區與外圍組團(tuan)、城鎮的便捷(jie)聯(lian)系(xi)。根據新(xin)區建(jian)設步驟和人口規模、交(jiao)通(tong)出行(xing)需求,有序建(jian)設軌(gui)(gui)(gui)道(dao)交(jiao)通(tong),對地鐵(tie)作規劃(hua)空(kong)間預留(liu)。加強規劃(hua)控制并預留(liu)市(shi)(shi)域、區域軌(gui)(gui)(gui)道(dao)交(jiao)通(tong)通(tong)道(dao)走(zou)廊空(kong)間。規劃(hua)中低(di)運量軌(gui)(gui)(gui)道(dao)交(jiao)通(tong)系(xi)統,銜接(jie)大運量軌(gui)(gui)(gui)道(dao)交(jiao)通(tong)。
構(gou)建(jian)功能完(wan)備的(de)(de)新區(qu)(qu)骨(gu)干道(dao)(dao)路(lu)網。外(wai)遷榮烏高速新區(qu)(qu)段(duan),改(gai)造原線(xian)位為(wei)城(cheng)市快速路(lu),形成(cheng)(cheng)起(qi)步區(qu)(qu)與(yu)雄(xiong)縣、昝(zan)崗組(zu)(zu)團(tuan)及保(bao)定市區(qu)(qu)之間的(de)(de)快速通(tong)道(dao)(dao)。外(wai)遷G230、G336、G106等公路(lu),形成(cheng)(cheng)新區(qu)(qu)公路(lu)外(wai)環,分流過(guo)境交通(tong)。構(gou)建(jian)以起(qi)步區(qu)(qu)和雄(xiong)縣、昝(zan)崗組(zu)(zu)團(tuan)為(wei)主體,外(wai)圍組(zu)(zu)團(tuan)和特色(se)小城(cheng)鎮全覆(fu)蓋、網絡化布局的(de)(de)骨(gu)干道(dao)(dao)路(lu)網絡,建(jian)設舒適宜(yi)人的(de)(de)環淀景(jing)觀道(dao)(dao)路(lu)。
構建快(kuai)速(su)公(gong)交(jiao)專用通道。因地制宜構建網絡化、全覆蓋(gai)、快(kuai)速(su)高(gao)效的公(gong)共交(jiao)通專用通道,兼顧物(wu)流(liu)配(pei)送(song);充分(fen)利用智(zhi)能交(jiao)通技術(shu)和(he)裝備(bei),提高(gao)公(gong)交(jiao)系統(tong)效率,增(zeng)強(qiang)安全、便捷和(he)舒適(shi)度,實現高(gao)品質(zhi)、智(zhi)能化的公(gong)共交(jiao)通和(he)物(wu)流(liu)配(pei)送(song)服務。
科學(xue)規(gui)劃路(lu)網(wang)密(mi)度。起步(bu)區(qu)外圍布局交(jiao)通性干道(dao),內(nei)部按城市街道(dao)理念設(she)計,提(ti)高(gao)路(lu)網(wang)密(mi)度,起步(bu)區(qu)路(lu)網(wang)密(mi)度達(da)到10-15公(gong)里/平方公(gong)里,合理設(she)計道(dao)路(lu)寬度。
構建(jian)內外(wai)銜(xian)接的綠(lv)道網絡。布局區(qu)域(yu)綠(lv)道、城市(shi)綠(lv)道、社區(qu)綠(lv)道三級網絡,由城市(shi)綠(lv)道串(chuan)聯各(ge)綜合公(gong)園、社區(qu)公(gong)園,形(xing)成城鄉一體(ti)、區(qu)域(yu)聯動(dong)的城市(shi)綠(lv)道體(ti)系(xi)。營(ying)造(zao)獨立舒適的綠(lv)道環境,設置適宜(yi)騎行(xing)、步行(xing)的慢行(xing)系(xi)統,與機動(dong)車空(kong)間(jian)隔離,承載市(shi)民健身(shen)、休閑、娛樂功能。滿足群(qun)眾性文體(ti)活動(dong)和賽(sai)事需求(qiu),安(an)排(pai)適宜(yi)慢行(xing)要求(qiu)的各(ge)類設施。
打造(zao)集(ji)約智(zhi)能共享的物流體系。構建由分撥中(zhong)(zhong)心(xin)、社區(qu)(qu)配(pei)(pei)(pei)送(song)中(zhong)(zhong)心(xin)組成(cheng)的兩級城(cheng)鄉公共物流配(pei)(pei)(pei)送(song)設施(shi)體系,分撥中(zhong)(zhong)心(xin)與對外交通樞紐一體布(bu)局,社區(qu)(qu)配(pei)(pei)(pei)送(song)中(zhong)(zhong)心(xin)依托各城(cheng)鄉社區(qu)(qu)服務(wu)中(zhong)(zhong)心(xin)布(bu)局,服務(wu)新區(qu)(qu)生產生活物資及(ji)快件集(ji)散。
第三節 打造綠色智能交通系統
提高綠色交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)和公共交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)出(chu)行比例。構建“公交(jiao)(jiao)(jiao)(jiao)+自行車+步(bu)行”的出(chu)行模(mo)(mo)式(shi),起步(bu)區綠色交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)出(chu)行比例達到90%。加強交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)與用(yong)地布(bu)局協調,推廣交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)樞紐(niu)與城(cheng)市功能一體(ti)化(hua)開(kai)發(fa)模(mo)(mo)式(shi),在公共交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)廊道(dao)、軌道(dao)站點周邊(bian)集(ji)中布(bu)局公共服(fu)務(wu)設(she)施(shi)。提升(sheng)公共交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)系(xi)統(tong)覆蓋的人口數(shu)量,起步(bu)區公共交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)占機動化(hua)出(chu)行比例達到80%。
建(jian)立服務(wu)(wu)優(you)質(zhi)、形式多樣的(de)(de)新(xin)型(xing)公(gong)(gong)交(jiao)系(xi)統(tong)。新(xin)區(qu)布局(ju)“干線(xian)(xian)(xian)(xian)+普(pu)線(xian)(xian)(xian)(xian)”兩級城(cheng)鄉公(gong)(gong)交(jiao)網(wang)絡,干線(xian)(xian)(xian)(xian)服務(wu)(wu)起(qi)步區(qu)與(yu)(yu)外圍(wei)組(zu)(zu)(zu)團(tuan)(tuan)、城(cheng)鎮(zhen),普(pu)線(xian)(xian)(xian)(xian)連接外圍(wei)組(zu)(zu)(zu)團(tuan)(tuan)與(yu)(yu)村鎮(zhen)的(de)(de)公(gong)(gong)交(jiao)系(xi)統(tong)。起(qi)步區(qu)布局(ju)“快線(xian)(xian)(xian)(xian)+干線(xian)(xian)(xian)(xian)+支(zhi)線(xian)(xian)(xian)(xian)”三級城(cheng)區(qu)公(gong)(gong)交(jiao)網(wang)絡,快線(xian)(xian)(xian)(xian)服務(wu)(wu)區(qu)內(nei)組(zu)(zu)(zu)團(tuan)(tuan)間出(chu)行(xing),干線(xian)(xian)(xian)(xian)服務(wu)(wu)組(zu)(zu)(zu)團(tuan)(tuan)內(nei)出(chu)行(xing),支(zhi)線(xian)(xian)(xian)(xian)靈活設置(zhi)線(xian)(xian)(xian)(xian)路、站點深入(ru)社區(qu),實現地(di)面地(di)下協同(tong)調度、各類公(gong)(gong)交(jiao)便捷換(huan)乘(cheng)的(de)(de)高(gao)品(pin)質(zhi)服務(wu)(wu)。
搭建智(zhi)能(neng)交(jiao)通體系(xi)框架(jia)。以數據流(liu)程整合為核(he)心,適應不同應用場景,以物聯感應、移動(dong)互聯、人工智(zhi)能(neng)等(deng)技術為支撐,構建實時感知(zhi)、瞬時響應、智(zhi)能(neng)決策的新型智(zhi)能(neng)交(jiao)通體系(xi)框架(jia)。
建(jian)設數(shu)字化智能(neng)(neng)(neng)(neng)交通(tong)基礎設施。通(tong)過交通(tong)網、信息(xi)網、能(neng)(neng)(neng)(neng)源網“三網合一(yi)”,基于智能(neng)(neng)(neng)(neng)駕駛汽車(che)等新型(xing)載運工具,實現(xian)車(che)車(che)、車(che)路智能(neng)(neng)(neng)(neng)協(xie)同(tong),提供一(yi)體化智能(neng)(neng)(neng)(neng)交通(tong)服(fu)務。
示(shi)范(fan)應(ying)(ying)用(yong)共(gong)(gong)享化智能(neng)運(yun)載工(gong)具。推(tui)進智能(neng)駕(jia)駛(shi)運(yun)載工(gong)具的示(shi)范(fan)應(ying)(ying)用(yong),發展(zhan)需求(qiu)響應(ying)(ying)型的定(ding)制化公共(gong)(gong)交通系統(tong),智能(neng)生成線(xian)路,動(dong)態響應(ying)(ying)需求(qiu)。探索建立(li)智能(neng)駕(jia)駛(shi)和(he)智能(neng)物流系統(tong)。
打(da)造全局動(dong)態的(de)交(jiao)通(tong)管控(kong)系(xi)統(tong)。建立數據(ju)驅動(dong)的(de)智(zhi)能化協同管控(kong)系(xi)統(tong),探索智(zhi)能駕(jia)駛運載工具的(de)聯網聯控(kong),采(cai)用交(jiao)叉口通(tong)行(xing)(xing)權智(zhi)能分配(pei),保障系(xi)統(tong)運行(xing)(xing)安全,提升系(xi)統(tong)運行(xing)(xing)效(xiao)率。
