German federal state Bremen plans pilot project for controlled dispensing of cannabis

BERLIN, Aug. 27 (Xinhua) -- The German federal state of Bremen is planning to test the controlled dispensing of cannabis in the scope of a pilot project, Andreas Bovenschulte, president of Bremen, said on Friday.

Bremen would be aiming to "explore the possibilities" in order to establish a "scientific pilot project", Bovenschulte, politician of the German Social Democratic Party (SPD), stated in an interview with the German newspaper Neue Osnabruecker Zeitung (NOZ).

The plan of the federal government in Bremen is to dispense the drug in a controlled manner to a "limited number of persons", according to NOZ.

Policymakers in the federal state of Bremen have often debated about a possible legalization of Cannabis in the past.

The new government in Bremen, which was formed in July and consists of the SPD as well as the German Green and the Left Party, would be focusing with its pilot project on "youth protection and prevention", reported NOZ.

"As far as cannabis is concerned, this goal has not been achieved in the past," noted SPD politician Bovenschulte in the interview.

The German public broadcaster WDR reported on Monday, that the Social Democratic Party in the city of Cologne is also planning to legalize cannabis.

"The existing policy of banning cannabis has failed," WDR cited an application by the Cologne SPD to the parliamentary fraction of Germany's social democrats.

Cannabis would largely be comparable with other, already legal drugs such as alcohol or cigarettes and should therefore "not be treated differently", WDR reported.
